Job Summary:

The Project Officer is responsible for supporting the day-to-day implementation of project activities in close collaboration with the Program Manager, ensuring activities are completed on time and according to project plans, donor requirements, and required quality standards. The role will support community preparedness, Community-Led Disaster Risk Management (CLDRM), early warning, disaster risk reduction, anticipatory action, coordination with local authorities and communities, and project documentation. The Project Officer will work closely with project staff, communities, government stakeholders, and other partners to support effective implementation and achieve project objectives.

Key Responsibilities:

  • Support the implementation of all assigned project activities as outlined in the detailed implementation plan, work plan, donor requirements, and project standards.
  • Support the Program Manager in planning and organizing field activities, community sessions, trainings, meetings, simulation exercises, and other project events.
  • Support coordination with DDMA Sukkur, Union Councils, relevant line departments, community representatives, and other local stakeholders for smooth implementation of project activities.
  • Support Community-Led Disaster Risk Management (CLDRM) assessments, including participatory hazard, vulnerability and capacity assessments, and help communities prepare or update their disaster preparedness and action plans.
  • Support the establishment or strengthening of community disaster management committees, volunteer groups, and community focal persons using existing community structures.
  • Support community awareness and training sessions on disaster preparedness, disaster risk reduction, early warning, anticipatory action, and other project-related topics.
  • Support the development and strengthening of community early warning and communication arrangements and help ensure that early warning information reaches communities in a timely and understandable way.
  • Assist in organizing coordination meetings between community groups, Union Councils, DDMA and relevant government departments, and support the sharing of preparedness and early warning information.
  • Support vulnerability profiling and pre-registration of vulnerable households using agreed project criteria for potential anticipatory action support.
  • Support the development and testing of trigger-based anticipatory action procedures, preparedness measures, and readiness arrangements, including support for anticipatory cash transfer arrangements where required.
  • Assist in monitoring relevant hazard information, forecasts, early warnings, and government advisories, and promptly share important information with the Program Manager and project team for further action.
  • Conduct regular field visits to monitor project activities, identify implementation gaps, collect information from communities, and report issues or delays to the Program Manager.
  • Ensure that project activity records, attendance sheets, assessment forms, photographs, reports, community plans, training records, and other required documents are complete and properly filed.
  • Support collection and timely submission of project monitoring data and other information required for MEAL, donor reporting, indicator tracking, learning, and project review.
  • Support documentation of lessons learned, good practices, simulation exercise findings, after-action reviews, and other learning from project implementation.
  • Provide logistical and administrative support for project activities, including coordination of venues, materials, field arrangements, training sessions, meetings, and other approved activities.
  • Ensure project activities promote the meaningful participation of women, persons with disabilities, older persons, and other vulnerable and marginalized groups, in line with project commitments on gender, inclusion and protection.
  • Follow Donor and GSF safeguarding, Protection from Sexual Exploitation, Abuse and Harassment (PSEAH), child protection, accountability, and Feedback and Complaints Response Mechanism (FCRM) requirements during all project activities.
  • Maintain good communication with community members and stakeholders, respond respectfully to questions and concerns, and refer complaints or safeguarding concerns through the approved mechanisms.
  • Perform additional duties as assigned by the Program Manager/Management to support effective project delivery.

Basic Qualifications:

Bachelors degree in a relevant field such as Development Studies, Sociology, Disaster Management, Social Sciences, Environmental Sciences, Economics, or other related field.

Minimum Experience 2-3 Years in relevant field, preferably in DRR, humanitarian response, community development, disaster preparedness, or related projects.

Preferred Skills:

Good communication, coordination, community mobilization, and report writing skills.

Basic understanding of disaster risk reduction, community preparedness, early warning, anticipatory action, and community-based disaster management.

Good organizational and time management abilities, with the capacity to manage field activities and complete tasks on time.

Basic skills in MS Office, data collection, documentation, and use of MEAL tools.

Ability to work collaboratively with communities, government departments, local stakeholders, and project teams.

Willingness to travel frequently to field locations and work flexible hours as required for project implementation and emergency preparedness activities.
