Context

Relief International (RI) is an international non-profit organization that partners with communities impacted by climate change and disaster to save lives, build greater resilience and promote long-term health and wellbeing.

Our team of more than 7,000 staff and local volunteers work in 15 countries across Africa, Asia, and the Middle East, providing Health and Nutrition, WASH (Water, Sanitation, and Hygiene), Education and Livelihoods programming that creates the foundation for community resilience.

We do this by working with local actors to develop safe and inclusive local programming that is evidence based, conflict sensitive, climate smart, and reaches those in need.

In Pakistan, RI works with government institutions, communities, local organizations and humanitarian partners to deliver safe, inclusive and accountable programs across protection, mental health and psychosocial support (MHPSS), education, health, livelihoods and WASH, including programming in Khyber Pakhtunkhwa and Balochistan. 

Job Profile

The Wellbeing Centre MHPSS Officer leads day-to-day MHPSS service delivery at the assigned RISE wellbeing center, providing a consistent point of access for psychological care, structured psychosocial support and referral. The Officer provides assessment and counselling within verified professional competence, supervises the Wellbeing MHPSS Assistant’s support tasks and coordinates continuing care with mobile teams, the hotline and specialist providers. Eight posts are envisaged across the eight RISE districts.

4.     Key responsibilities

Context background

The RISE project provides community-based and layered mental health and psychosocial support (MHPSS). Services promote wellbeing, coping, daily functioning and earlier, safer help-seeking through outreach, wellbeing centers, mobile clinics, home-based support, hotline services and referrals. Access is voluntary and based on assessed vulnerability and approved eligibility criteria. The role supports routine preparedness and approved emergency material assistance where applicable

A. Centre Operations and Equitable Access

  • Organize daily service schedules, appointments and safe reception with the Assistant; maintain private consultation rooms, accessible group spaces and clear arrangements for confidentiality, safeguarding and urgent escalation.
  • Explain the center’s services, eligibility, voluntary participation and feedback options in accessible language; adapt appointment times, communication and practical access for women and girls, persons with specific needs and other vulnerable participants.
  • Coordinate appointment capacity, waiting lists and essential materials with the Coordinator; use approved criteria for prioritization and ensure service demand does not displace the time needed for safe care and documentation.

B. Psychological and Psychosocial Services

  • Undertake consent-based psychological assessment of distress, functioning, strengths and support needs using approved approaches within professional competence; agree care plans and review them through designated clinical supervision.
  • Deliver individual and group psychosocial support, counselling and focused psychological interventions following the selected protocol and completion of required training, supervised practice and competency assessment; document progress and appropriate clinical closure.
  • Provide suitable family, caregiver and adolescent wellbeing activities, including age-appropriate consent and assent. Refer medication decisions, medical assessment and presentations beyond competence to qualified clinicians; this psychology role does not prescribe medication.

C. Referral, Risk Response and Continuing Care

  • Identify urgent mental-health or safeguarding concerns and promptly consult the clinical supervisor; implement the approved crisis pathway, support safe handover and record agreed actions without undertaking complex risk management alone.
  • Coordinate consent-based referrals with the Psychiatrist and Referral Support Officer, assessing documentation, mobility and protection risks; arrange suitable RI-managed mobile, home-based or remote alternatives where needed, and monitor referral completion and continuing care.
  • Maintain continuity for participants referred by mobile clinics and the hotline; agree safe follow-up, review missed appointments and arrange appropriate transfer, further intervention or closure under clinical supervision.

D. Team Supervision and Quality Improvement

  • Plan and review the Assistant’s reception, activity-support and administrative work; provide coaching and clear boundaries so that assistants do not independently assess, counsel, diagnose or manage high-risk cases.
  • Participate in regular clinical supervision and case reviews, monitor intervention fidelity and approved wellbeing outcomes, and use feedback to improve services; request specialist support where a participant is not improving or needs exceed center capacity.
  • Support staff learning, community awareness and district coordination within the agreed plan. Contribute to emergency preparedness and, after emergency response activation, receive appropriate referrals from crisis activities into routine MHPSS care.

E. Records, Accountability and Safeguarding

  • Maintain accurate clinical and activity records in approved, access-controlled systems; use coded identifiers, collect only necessary information and maintain secure storage, consent records and safe information sharing across services.
  • Provide de-identified reports to MEAL on unique participants, sessions, repeat contacts, agreed outcomes and referral completion; keep clinical notes and sensitive safeguarding details outside general programme registers and dashboards.
  • Uphold RI conduct and safeguarding requirements, explain confidentiality and its limits, and report concerns promptly through designated channels. Ensure people can decline an activity without losing access to other eligible support and avoid compulsory debriefing.

F. Professional conduct and teamwork

  • Uphold RI’s Code of Conduct and prevention of sexual exploitation, abuse and harassment requirements; report concerns promptly through designated channels.
  • Participate in staff wellbeing and learning activities, follow security procedures and perform assigned duties within professional competence.

5.     Qualifications

Essential Criteria

  • Master’s degree in Clinical or Counselling Psychology, or a Psychology degree with recognized postgraduate clinical training and supervised practice appropriate to the role.
  • At least four years of relevant psychological or MHPSS service experience, including supervised individual and group casework.
  • Demonstrated competence in psychological assessment, counselling, structured interventions, risk recognition and safe referral within a non-prescribing professional scope.
  • Experience coordinating service schedules and guiding assistants or support staff while maintaining clear clinical and administrative responsibilities.
  • Strong informed-consent, confidentiality, safeguarding, digital documentation and professional-boundary practices.
  • Effective Pashto, Urdu and English communication; ability to provide services directly, in locally used languages and travel within the district when required.

Desirable Criteria

  • Training and supervised practice in approved focused psychological interventions, Psychological First Aid or family and adolescent support.
  • Experience in wellbeing centers, humanitarian programmes, community mental health or integrated referral services.
  • Familiarity with approved MHPSS outcome measures, participant feedback and service-quality improvement.
