Job Summary
The Field Engineer will be responsible for the technical planning, implementation, and monitoring of all infrastructure activities under the Integrated Resilience Project in District Lasbela, funded by Humedica/BMZ.
This includes designing and supervising construction and rehabilitation works related to WASH facilities (water supply, sanitation, hand pumps, and community structures), DRR infrastructure (flood protection, small-scale mitigation works), and livelihood infrastructure (irrigation channels, storage units, etc.).
The Field Engineer will ensure quality control, adherence to technical specifications, compliance with donor and PMS standards, and close coordination with communities, contractors, and field teams.
Job Responsibilities
1. Technical Assessments and Planning
- Conduct technical assessments for provision of water supply schemes i.e. handpump or any other appropriate schemes including DRR, and livelihood-related sites to determine infrastructure needs.
- Prepare engineering designs, Bills of Quantities (BoQs), cost estimates, and work schedules.
- Identify suitable sites for construction and ensure compliance with environmental and safety standards.
- Support integration of inclusive and climate-resilient designs in all project infrastructure.
- Identification/ planning for rehabilitation/ new DRR & WASH schemes at schools, Health care facilities and community.
2. Construction Supervision and Quality Assurance
- Oversee and supervise all construction/rehabilitation works carried out by contractors or community groups.
- Ensure that works are executed according to approved designs, specifications, and timelines.
- Conduct regular site visits for quality checks, progress monitoring, and problem-solving.
- Maintain daily site logs and progress reports.
- Ensure occupational health and safety (OHS) standards are followed at all work sites.
- Provide support to team and monitor latrine construction at the community level and ensure the construction as per WASH sector standard.
- Facilitate and conduct pre & post water quality tests of 30 water supply schemes.
- Any other task assigned by the supervisor related to project needs.
3. Procurement and Contractor Coordination
- Support procurement processes by preparing technical specifications and verifying vendor quotations.
- Coordinate with procurement and logistics teams for timely delivery of construction materials.
- Facilitate pre-bid meetings, contractor selection, and contract administration.
- Verify completed works and provide technical certification for payments.
- Maintain transparent documentation of contractor performance and progress.
- Participate in quality check of construction material provided by the contractor.
4. Community Coordination and Capacity Building
- Work closely with Social Mobilizers and community committees (VDCs, O&M groups) during site identification and implementation.
- Facilitate training for community members on operation and maintenance of infrastructure facilities.
- Ensure community feedback mechanisms are in place and address concerns during construction.
- Promote local participation, gender inclusion, and environmental sustainability.
- Build capacity of local communities/ masons to follow standards of sanitary latrine during construction.
5. Reporting, Documentation, and Compliance
- Maintain comprehensive documentation for all engineering activities including BoQs, designs, completion certificates, and photographic evidence.
- Prepare weekly and monthly progress reports for the Project Manager.
- Ensure compliance with PMS engineering, procurement, and safeguarding policies.
- Support external monitoring visits, donor reporting, and technical evaluations.
Problem Solving (Thinking Environment)
The role requires strong technical, analytical, and problem-solving skills to design and supervise infrastructure works, resolve on-site engineering and construction challenges, and ensure quality and safety standards are consistently maintained across project sites.
Qualifications (Know-How)
Education
- Bachelor's degree in civil engineering or a relevant field.
Experience
- Minimum 5–7 years of experience in construction or rehabilitation supervision, preferably in WASH, DRR, or community infrastructure projects.
- Experience working with NGOs or donor-funded development projects is highly desirable.
- Knowledge of climate-resilient and inclusive infrastructure standards is an asset.
Technical Skills
- Strong technical knowledge of civil works, WASH systems, and small-scale DRR structures.
- Proficiency in preparing BoQs, cost estimates, and technical drawings (AutoCAD preferred).
- Excellent coordination, supervision, and reporting skills.
- Strong understanding of safety, environmental, and safeguarding standards.
- Fluency in Urdu; knowledge of Balochi/Lasi or Sindhi preferred.
- Computer proficiency (MS Office, AutoCAD, and Excel).
