The roles and responsibilities for this position include, but are not limited to:
Proposal Development & Donor Engagement
- Lead and provide technical input for the development of project proposals and concept notes for institutional and private donors, ensuring alignment with organizational strategies, sector standards, and donor requirements.
- Prepare and review technical scopes, implementation methodologies, and cost estimates for inclusion in proposals and project budgets, ensuring compliance with donor guidelines.
- Support donor engagement, proposal reviews, and coordination meetings through technical inputs.
- Ensure timely, accurate technical reporting in line with donor requirements.
Program Operations & Technical Implementation
- Provide technical leadership in the planning, implementation, and supervision of infrastructure-focused programs.
- Ensure projects are implemented within approved timelines, budgets, and quality standards, in compliance with national regulations as specified by PEC and international standards.
- Coordinate with procurement, logistics, finance, and HR departments to ensure efficient mobilization of resources.
- Conduct regular field monitoring visits to assess construction quality, adherence to designs, safety standards, and overall implementation progress.
Budgeting & Financial Oversight (Technical Perspective)
- Support preparation and management of technical budgets for civil engineering-related components of projects, ensuring cost efficiency.
- Review contractor payment requests, variations, and technical certifications to ensure financial disbursements are linked to verified progress and quality standards.
Leadership & Department Management
- · Manage and lead technical teams to ensure collaborative, accountable, and high-quality engineering delivery.
- · Represent the organization in external technical forums, coordination meetings, and donor engagements related to civil works and infrastructure.
Monitoring, Evaluation & Learning (MEAL)
- · Provide technical support to MEAL systems to ensure accurate performance measurement of infrastructure projects.
- · Document technical lessons learned and best practices to improve future project quality and sustainability.
Qualification & Experience
- B.E. (Civil Engineering) with 5 years of relevant experience in civil engineering works and physical infrastructure projects.
- Must be registered with the Pakistan Engineering Council in the Civil Discipline
