Terms of Reference (ToR)

Consultant (Civil Engineer) – Accessibility Assessment, Design Recommendations, and Cost Estimation for Establishment of Age-Friendly Corners in 10 BHUs/RHCs – District Nowshera

 

The Foundation for Ageing and Inclusive Development (FAID) is a leading national nonprofit

organization registered under Section 42 of the Companies Act, 2017 with the Securities and Exchange Commission of Pakistan (SECP). FAID is dedicated to advancing the rights, dignity, and well-being of older people and other vulnerable groups by strengthening health systems, promoting social protection, and fostering community participation. FAID has served as a technical partner to the Federal Ministry of Health and the World Health Organization (WHO) in developing Pakistan's National Healthy Ageing Framework and contextualizing the WHO Integrated Care for Older People (ICOPE) guidelines for national use. Under the HelpAge International / SIDA-funded ALIGN Project (Action for Local and Global Investment in NCD and Integrated Health and Care Approaches), FAID is implementing a comprehensive set of activities to integrate WHO’s ICOPE and noncommunicable disease (NCD) care into facility and community settings in District Nowshera, Khyber Pakhtunkhwa. Integrated Care for Older People (ICOPE) is an approach developed by the World Health Organization (WHO) to address diverse health and care needs of older people in a person-centered manner. ICOPE focuses on maintaining and preventing declines in the intrinsic capacity of older people to enable the promotion of functional ability, supporting healthy aging and improved quality of life.

As part of this initiative, FAID would establish Age-Friendly Corners in 10 selected health facilities to provide accessible, comfortable, and dedicated spaces for older people seeking health care services in Nowshera District. For this purpose, FAID seeks to hire a qualified Civil Engineer as Consultant to provide technical guidance, estimate renovation costs, and oversee the quality completion of an accessibility assessment and accessibility-related work in each health facility. Age-Friendly Corners are intended to provide accessible, safe, and dignified service spaces within existing primary health facilities, aligned with universal design principles and WHO recommendations for age-friendly primary care.

 

2. Objective

To conduct a technical accessibility audit of selected facilities, develop design and infrastructure improvement plans, prepare detailed cost estimates (BoQs), and provide technical oversight to ensure compliance with universal design and accessibility standards.

3. Scope of Work

 The assessment and recommendations shall be aligned with:

⦁            Pakistan Building Code (latest edition)

⦁            National Accessibility Guidelines (if applicable)

⦁            WHO age-friendly primary health care recommendations

⦁            Universal Design principles

 

The Consultant will be responsible for the following.

3.1 Accessibility Assessment

  • Conduct on-site visits to all 10 BHUs/RHCs in Nowshera District.
  • Assess the current status of accessibility and infrastructure in each facility.
  • Identify specific accessibility needs based on standards for age-friendly health care environments (e.g., ramps, handrails, accessible toilets, seating, signage, lighting etc.).
  • Assess structural safety implications of proposed modifications.
  • Identify low-cost and high-impact modifications where feasible.
  • Assess feasibility within existing structural constraints.
  • Identify any regulatory approvals required for civil modifications.

3.2 Technical Guidance & Design Inputs

  • Provide technical input and design recommendations for accessible infrastructure improvements and Age-Friendly Corners.
  • Suggest suitable materials and specifications aligned with national construction standards and accessibility guidelines.

3.3 Cost Estimation

  • Develop a detailed Bill of Quantities (BoQ) and cost estimation for the required renovation and accessibility work for each BHU/RHC with item-wise cost breakdown and aggregated estimates for each site.
  • Provide market-based rate analysis.
  • Provide cost estimates with and without contingency (5–10%).
  • Clearly differentiate between civil works, fixtures, and accessibility equipment.
  • Indicate estimated implementation timeline per facility.

3.4 Reporting

Compile a comprehensive report detailing:

  • Accessibility assessment findings.
  • Proposed improvements.
  • Detailed cost estimates for each BHU/RHC.
  • Design recommendations and implement guidelines.
  • Submit the final report to FAID.

3.5 Quality Assurance

  • Conduct at least two monitoring visits per facility during renovation.
  • Certify completion against approved specifications before final payment to contractor.
  • Provide written quality compliance report.
  • Ensure that all work is completed with good quality and aligns with accessibility standards for older people.

4. Deliverables

  1. Inception Report including work plan and site visit schedule within 5 days of contract signing.
  2. Accessibility Assessment Reports (one per BHU/RHC) Within 15 days
  3. Detailed Technical Report with Cost Estimates (BoQs) for all 10 sites Within 15 days
  4. Final Consolidated Report (incorporating feedback) within 30 days
  5. Quality Assurance Certification upon completion of renovation works        as per implementation schedule

5. Duration

The consultancy is expected to be completed 6 weeks from the date of contract signing. Additional time may be allocated for monitoring the implementation phase.

6. Required Qualifications and Experience

⦁            Bachelor’s degree in civil engineering (registered with PEC preferred).

⦁            Minimum 5 years of experience in infrastructure assessment and cost estimation.

⦁            Experience in public sector or health facility infrastructure projects preferred.

⦁            Knowledge of universal design, accessibility standards, and inclusive infrastructure.

  • Experience in preparation of BoQs and contractor supervision.
  • Ability to produce detailed technical reports and cost estimates.

7. Reporting and Supervision

The Consultant will report to the Project Coordinator FAID and will coordinate closely with the field team and local health facility management during assessment visits. The consultant shall ensure that proposed designs do not compromise structural safety or infection prevention standards in health facilities.

 

  1. 8.      Consultancy fee and Payment terms

The total consultancy fee for this assignment is estimated to be in the range of PKR 60,000–80,000 including taxes. Payment shall be made upon satisfactory completion and formal approval of all agreed deliverables, in accordance with the terms and conditions outlined in the contract. The consultant shall submit an invoice for processing of payment.

  1. 9.      Conflict of interest

The consultant shall not engage in bidding or execution of renovation works to avoid conflict of interest.
