Project Overview

We are seeking specialist profiles for a potential community-based disaster risk reduction and resilience project expected to commence in August 2026 in the districts of Multan and Muzaffargarh in South Punjab. The initiative will work with flood‑affected communities to strengthen local preparedness systems through youth‑led and community‑driven approaches, including the formation and capacity building of community preparedness groups.

The project will focus on practical disaster preparedness, contingency planning, early warning dissemination, first‑response coordination, and social cohesion, with a strong emphasis on the meaningful participation of women, youth, persons with disabilities and other marginalized groups. Through targeted training, mock drills, community dialogue sessions and awareness campaigns, the project aims to help communities anticipate, withstand and recover from climate‑induced shocks while reinforcing human security and linkages with local disaster management institutions.

Purpose of the position

The Gender & Inclusion Officer will ensure that gender equality, disability inclusion and the needs of vulnerable groups are mainstreamed across all components of the project, and that programming is responsive to differentiated risks and capacities.

Key responsibilities

  • Lead gender and inclusion analysis for target communities and integrate findings into project design, training content and community interventions.
  • Develop and roll out gender‑responsive and inclusive approaches within DRR, preparedness and social cohesion activities.
  • Provide guidance to project staff and partners on integrating gender, disability and protection considerations in field operations and field documentation.
  • Design and deliver capacity‑building sessions for staff, trainers and community groups on gender equality, GBV risk mitigation, inclusion and safeguarding.
  • Establish and monitor gender‑sensitive indicators and disaggregated data (sex, age, disability) within the project’s M&E framework.
  • Support safe and meaningful participation of women, girls, persons with disabilities and other marginalized groups in all community structures and decision‑making spaces.
  • Contribute to progress reports, case studies and success stories highlighting gender and inclusion outcomes.

Required qualifications and experience

  • Master’s degree in Gender Studies, Social Sciences, Development Studies or related field.
  • At least 5 years of experience integrating gender and inclusion into development, humanitarian or DRR programming.
  • Demonstrated understanding of gender equality frameworks, protection principles and inclusive field practices.
  • Experience working with communities in Pakistan; South Punjab experience an asset.
  • Strong training, facilitation and communication skills.
