Position Summary:

To lead the planning, execution, and quality assurance of deep and shallow water wells, solar water wells, water filtration plants, CPIsand mosque construction in assigned districts. Ensure all infrastructure is designed, surveyed, and constructed according to engineering standards, BOQs, environmental and social safe guards and Human Appeal’s policies, including Islamic values of transparency, accountability, and community service.

Job Responsibilities:

Area	Specific Duties
Needs Assessment & Survey	Lead or Conduct hydrogeological and technical assessments for proposed well sites. Perform community‑level surveys to identify needs for CPIs, wate wells, filtration plants and mosque construction. Evaluate existing water sources and soil conditions. Lead participatory rural appraisals (PRAs) to identify water needs. Facilitate focus group discussions with men, women, and vulnerable groups. Collect baseline data on water collection times, disease prevalence, and existing WASH facilities.
Design & Drawings	Prepare detailed engineering drawings, schematics, and designs for deep wells (300 ft+), shallow wells (120 ft), solar pumping systems, and filtration plants and other CPIs. Design mosque structures as per local architectural norms and organizational guidelines.
BOQ & Cost Estimation	Develop accurate Bills of Quantities (BOQs) for all interventions (wells, solar systems, filtration units, mosques and other CPIs). Review contractor BOQs for cost effectiveness and compliance.
Installation Supervision	Oversee drilling, casing installation, hand pump/solar pump fitting, and filtration plant setup. Ensure mosque and other community infrastructures construction adheres to approved designs and safety standards. Monitor daily progress, material quality, and workmanship.
Quality Control & Testing	Supervise water quality testing pre and post‑construction. Perform structural inspections for wells, platforms, other CPIs and mosques. Sign off on completion certificates. Field Level material testing and quality assurance
Compliance & Policies	Adhere to Human Appeal’s Code of Conduct, Safeguarding Policy, PSEA (Protection from Sexual Exploitation and Abuse), and Islamic charity principles (e.g., zakat eligibility, transparency, no riba/ interest transactions, integrity). Ensure all procurement and contracting follows ethical and organizational‑compliant practices.
Monitoring & Reporting	Maintain daily logs, site visit reports, and photo evidence. Submit weekly progress reports to Program Manager/ Coordinator. Ensure community handover documents (meeting registers, O&M agreements) are completed. Conduct post‑distribution monitoring (PDM) surveys. Collect feedback and complaints, ensuring timely resolution. Submit monthly community engagement reports.
Beneficiary Selection	Apply vulnerability criteria (female‑headed HH, PWDs, extreme poor) to select villages and households. Ensure transparency and community consensus.
Community Mobilization	Ensure Formation and training Community Committees (with ≥50% female representation) for each well/mosque/filtration plant or CPIs. Facilitate signing of O&M agreements and handover protocols. Maintain Community Meetings Register for every gathering.
Hygiene Promotion	Develop and distribute IEC materials (posters, leaflets) on safe water handling, handwashing, and water conservation. Ensure to conduct hygiene promotion sessions at wells, mosques, and schools.
Protection & Gender	Identify protection risks (e.g., long walks for water) and coordinate mitigation measures (safe site selection, ramps for disabled). Ensure a Beneficiary Feedback Mechanism (suggestion boxes, hotline) is operational and confidential.

Qualification, Skills & Competencies

Proficient in AutoCAD, MS Office, and GIS for survey mapping.
Strong understanding of groundwater hydrology, drilling techniques, and solar pumping systems.
Strong ability to read and prepare BOQs and technical drawings, in detail.
Fluent in Urdu and English (local language of province is a plus).
Valid driving license and willingness to travel extensively in remote areas.
Strong management, coordination, monitoring and reporting skills
