Based in Islamabad, the Alternate Development Services Pvt. Ltd. - hereafter called as ‘The ADS’ - is a research and capacity development firm. It is registered with Securities and Exchange Commission of Pakistan (SECP). The ADS possesses elaborate experience of project implementation and assessment in the areas of environmental conservation, global warming, climate change, disaster management, alternate and renewable energy transition, education, and addressing the effects of global warming, climate change and environmental degradation on society, economy, businesses and corporate intervention.

The firm envisions generating enabling environment for informed policy positions, nature-friendly and people-centred development as well as energy consumption and transition. It is rapidly emerging as a known entity striving to persuade, facilitate and monitor Pakistan’s corporate sector in transitioning from fossil-powered energy to renewable and sustainable sources of energy such as wind, solar, bio and other green, clean and environment-friendly sources of energy. ADS believes that employing alternative sources of energy not only help minimizing global warming and arresting greenhouse gas emissions (GHGs) but helps in sustainable business growth as well.

The Alternate and Renewable Energy Campaign (AREC-Pakistan) is ADS’s ensuing campaign for transforming the corporate sectors’ sources of energy towards the clean and green ones. ADS strives to encourage the corporate sector (specifically banks, textile, leather and sports industry) of to switch to 100% Renewable Energy (RE) by transforming their high carbon-emitting and polluting sources of power to alternate, sustainable, greener and cleaner sources such as wind, solar, hydro, bio and others.

Corresponding to the project requirements, the ADS is looking for a ‘Green and Clean Energy Officer (GCEO)’ to assume and dispense the following responsibilities:

  • Create a detailed roadmap for VRE infrastructure outlining timelines, cost estimates, and sector-specific plans for the rollout of solar facilities to ensure the potential demand for solar photovoltaic systems.
  • Engaging with NEPRA, NTDC, PPIB and NEECA to discuss and address policy hurdles to be removed along with identifying how UoSC can be leveraged for CTBCM’s implementation or effectiveness to accelerate RE adoption by export-oriented industries and corporations.
  • Lead and support in hosting workshops and technical seminars targeting ISMO, DISCOs, Independent Power Producers (IPPs), NGCs and the Central Power Purchasing Agency (CPPA) to promote the adoption of VREs and showcase how UoSC and CTBCMs’ integration of VREs can bring economic and environmental benefits.
  • Collaborate with NEECA and PCERT to develop technical guidelines for industries on transitioning to RE through the CTBCM framework and arrange policy dialogues with the Independent Power Producers (IPPs) and Captive Power Plants (CPPs) to negotiate IPPs/CPPs contract terms to enable green energy procurement alignment with government’s decarbonization goals.
  • Lead and support roundtable discussions with DISCOs, ISMO and UGCs to address the devolution of and influence the procurement of VREs and to ensure the continuous progress of VREs uptake into DISCOs' procurement processes within the CTBCM framework including the investment attraction and infrastructure development.
  • Possess a comprehensive understanding of Pakistan’s renewable energy landscape including NDC, IG-CEP, CTBCM, NTDC, DISCOs, GENCOs, CPPA-G, IPPs, PPAs, PPIB, VREs, NEECA and other plans and processes of energy generation, distribution and renewable energy optimization to deliver on its national and international commitments to not only minimize its footprints but also handle the nationwide energy crisis effectively. High level policy analysis and presentation to the policy makers and parliamentarians is part of the incumbent’s responsibility.
  • Develop and maintain coordination and collaboration with the respective ministries, departments and institutes such and the Ministry of Climate Change (MoCC), the Ministry of Energy (MoE), Alternate Energy Development Board (AEDB), National Energy Efficiency & Conservation Authority (NEECA), National Transmission & Despatch Company (NTDC), Private Power and Infrastructure Board (PPIB), National Electric Power Regulatory Authority (NEPRA) and other relevant government and no-government entities;
  • Monitor the policies, programs, and funding mechanisms of MDBs (WB, ADB, etc.) related to energy conservation and industrial decarbonization, and to facilitate dialogue with key stakeholders;
  • Discuss decarbonization plans, financing opportunities, and industry-specific concerns with the industrial stakeholders, CCIs and MDB to argue in favour of people as well as climate.
  • Maintain ADS’s relations with CBOs, I/NGOs and other Civil Society Organizations (CSOs), academics and think tanks to serve the cause of arresting global warming, eliminating GHGs and promoting renewable energy in the country;
  • Negotiate, lobby and propose sustainable energy solutions of the industrial as well as corporate sector (specifically the textile sector, sports, leather, food and beverage sector and MDBs (WB and ADB).
  • Simultaneously, the incumbent is going to identify and communicate the benefits of green and clean energy procurement and supplying green-energy-labelled products to the respective industries and consumers while keeping in mind the upcoming conditionality’s such as CBAM and others;
  • Collect, organize and analyse data as per requirement of the research or a training activity;
  • Surf the web and library resources to collect and organize the relevant and required secondary data for a particular research;
  • Correspondence and communication including letters, emails or meetings in person; Taking notes and developing meeting minutes if and when required;
  • Support in smooth implementation of the project activities in matters related traveling of field teams; travel, training arrangements, and coordination with partner organizations;
  • Responsibly and carefully handle relevant tasks as assigned by the Chief Executive and the Programme Manager.
  • Develop and strengthen ADS’s relationship with the Alliance for Climate Justice and Clean Energy (ACJCE) and all members of the network working on various aspects and dimensions of green and clean energy production and consumption;

Knowledge, Skills and Experience Required:

Preferably the candidate is desired to hold the degree in Economics, Environmental Sciences, Electrical or Energy System Engineering and/or Renewable Energy Management as exclusive and/or major subject. In addition, the candidate is supposed to possess the following credentials:

  • Possess 3-4 years of experience in working for alternative energy promotion, energy transition to solar and wind within the government, corporate or industrial arena along with an experience of campaigning and lobbying for clean and green energy consumption;
  • Understanding of Competitive Trade and Bilateral Contract Market (CTBCM), Power Purchase Agreements, Use of System Charges (UoSC), VREs bulk corporate purchases, Carbon Border Adjustment Mechanism (CBAM) etc.
  • Research and proposal development skills in the field of alternative energy, environmental conservation, environmental impact assessment, greenhouse gas (GHG) inventories, carbon foot-printing along with required IT skills;
  • Logical, rational and analytical thinking skills along with the ability to argue, lobby, negotiate and motivate for the adoption of the alternate energy as desired by the portfolio;
  • Must have good written and speaking skills.
  • Be competent enough to manage, document and report the project progress, work under pressure, meet deadlines, work in team, learn and pay attention to details, follow the advice of the portfolio lead, write crisp and comprehensive reports or proposal and be capable and willing for multi-tasking;   
  • Be able to perform and deliver around other tasks and duties as desired by ADS’s other projects on research, assessment and evaluation. 
  • Experience of carrying out primary and secondary data collection, analysis and tabulation etc;
