Overview of Pakistan Building Healthy Families Activity
Building Healthy Families (BHF) Activity is a USAID-funded five-year project, with Pathfinder International as the lead implementer in Pakistan, aiming to improve population health outcomes in Pakistan through stronger primary health care systems and encouraging uptake and continuation of voluntary Family Planning (FP) / Reproductive Maternal Newborn Child Health (RMNCH) services. Using a market development and health systems strengthening approach, BHF will support the Government of Pakistan (GoP) in Sindh & Khyber Pakhtunkhwa (KP) province and the private sector institutions to achieve three results:
- Increase capacity of the government and private health institutions to lead resilient, responsive FP/MNCH systems.
- Improve utilization of quality FP/RMNCH products and services; and
- Empower men and youth to communicate about, demand, and use essential services
As a member of the BHF consortium, Chemonics is one of the partners, implementing the Health System Strengthening (HSS) component. Our technical support to the government and local organizations aims to improve health system’s preparedness for pandemics and public health emergencies. This involves human resource training to scale up family planning client records in PPHI and DOH, as well as strengthening the regulatory processes of the Healthcare Commission. We facilitate public and private sector providers in self-registering their clinics/hospitals, digitizing inspection checklists, and linking offices of the Healthcare Commission and internal department processes and operations, all with a specific focus on improving access to FP/MNCH services.
Scope of Work
- Review, validate, and maintain large datasets of Electronic Client Records (ECR) from various departments, including the Population Welfare Department (PWD), Department of Health (DOH), and People's Primary Healthcare Initiative (PPHI).
- Assist in the planning, coordination, and execution of ECR training across Sindh, ensuring alignment with project objectives.
- Develop, review, and enhance training materials for ECR to support effective knowledge transfer.
- Provide capacity-building support to PWD staff to strengthen their data analysis, reporting, and decision-making capabilities.
- Ensure data accuracy and consistency through rigorous data quality checks and cleaning processes.
- Conduct in-depth data analysis using statistical methods and data visualization tools to generate actionable insights.
- Prepare comprehensive analytical reports and dashboards for effective communication of findings to stakeholders.
- Present analytical results clearly and concisely to technical and non-technical audiences.
- Collaborate with cross-functional teams in PWD, DOH, and PPHI to understand and address data issues and requirements.
- Work closely with partner NGOs to define and achieve analytical objectives.
- Manage and optimize databases for efficient data storage, retrieval, and analysis.
- Propose and implement improvements to existing data collection, processing, and analytical methodologies.
Deliverables
- Collaborate with PPHI to pilot Electronic Client Records (ECR) across all project districts of Sindh, utilizing existing master trainers of Sindh. Provide critical support for training and rollout at all Service Delivery Points (SDPs).
- Offer Technical Assistance (TA) to the ECR unit/cell, with a primary focus on analyzing and correcting family planning data duplication issues.
- Assist in the development of a mobile application to facilitate the performance checklist for health facilities.
- Conduct capacity-building sessions for PWD staff to enable them to handle ECR-related tasks independently and sustainably.
- Provide support for integrating ECR data between PPHI and DOH to ensure seamless collaboration and data-sharing processes.
Reporting:
The consultant will be reporting to the Deputy Director PWD based in Karachi and collaborate closely with HSS Advisor based in Karachi.
Level of Effort: The expected duration of the assignment is six (06) months with a total LOE (Level of Effort) of 110 days.
Relevant Qualification & Experience
- A Bachelor’s degree in information technology, Computer Science, or a related discipline is required.
- A minimum of three (3) years of experience in a relevant field is mandatory.
- Prior experience in the health or development sector is highly preferred.
- Demonstrated expertise in data visualization tools such as Excel, Power BI, or similar platforms.
- Proficiency in handling FP indicators within Management Information Systems (MIS) is preferred.
- Strong interpersonal and communication skills to effectively engage with stakeholders and convey analytical findings.
- Fluency in English is required, with excellent written and verbal communication skills.
