Job Purpose

 

This position supports Pathfinder’s resolve for Health System Strengthening in the province of Punjab, with a focus on PPFP and PAFP. Pathfinder is supporting the Departments of Health Punjab to initiate recording and reporting PPFP & PAFP indicators through DHIS2 at public sector tertiary care hospitals in the province. This will help the funded Qadam Ba Qadam project to meet one of its deliverables, which is the institutionalization of PPFP & PAFP indicators in DHIS at public sector hospitals. The Short-term  Software Engineers will be responsible for setting up a new interfacing server of DHIS2, configuring the required data elements, generating APIs and Integration of the DHIS system with Electronic Medical Records (EMR), and Carrying out Interfacing development of DHIS2 on certain thresholds of the health sector. The Software developer will also provide anomalies to the DHIS2 team for the for the proper deployment and data interfacing from DHIS to the EMR system. He/She will also be responsible for data cleansing, preparing the data for analysis, perform in-depth analysis and exploration of data.

Major Activities / Responsibilities

 

Strategic Leadership:

Provide first and second-level support for DHIS-2-related queries from existing users of Teaching/Tertiary care level Hospitals. Offer extensive troubleshooting and support for routine queries of Teaching Hospitals.

 

Project Implementation:

Setting up a new DHIS2 server includes the installation and configuration of the DHIS2 platform on designated servers, ensuring compatibility with system architecture and organizational requirements. This involves deploying the necessary software components, configuring server environments (e.g., database setup, network configurations, and security protocols), and ensuring the server’s scalability to handle large datasets

 

Technical Assistance

Configure data elements and modules within the DHIS2 system to meet organizational requirements. Generate APIs for DHIS2 to enable seamless data access and integration. Develop interfaces for integrating the DHIS2 system with Electronic Medical Records (EMR)

 

Monitoring, Evaluation, and Learning Plans:

Test interfaces using Quality Assurance techniques to ensure functionality and reliability. Map indicators between EMR and DHIS2 for seamless data integration. Provide extensive troubleshooting and support for routine queries from Teaching Hospitals. Develop new indicators and advise validation rules to prevent data abnormalities, ensuring checks and balances on reported data elements as per MIS Cell requirements

 

Financial and Administrative Operations

Monitor and identify ambiguities in reported data by applying predefined validation rules to ensure accuracy and consistency. Investigate discrepancies or anomalies, determine their root causes, and coordinate with relevant teams to address them. Provide detailed reports and recommendations to improve data quality and maintain integrity within the system

 

Contracts:

Gather and prepare material for quarterly review meetings of the MIS Cell. Stay updated on new versions of DHIS2 and report new options.

 

Security Standards and Guidelines

Performing analysis to assess the quality and meaning of data by reviewing reports and performance indicators to identify and correct code problems. Undertake any other assignments given by the Director MIS and Computer Program Officer.

 

Management Reports:

Develop and present timely technical and operations reports on the project’s progress and achievements.

 

Education and Work Experience:

 

  • Minimum bachelor’s degree in software engineering, Computer Science/IT, Biostatistics, Statistics, Data Sciences, or a related field.
  • Hands-on experience with system integration databases.
  • Proficiency in MS Word, PowerPoint, or equivalent software.
  •  Strong troubleshooting skills.
  • Excellent verbal and written communication skills.
  • Good interpersonal skills.

 

Preferred Education and Work Experience:

 

  • Preference given to candidates with expertise in data analysis, familiarity with the health sector, and certifications in statistics, databases, etc.

  • Advanced oral and written communication skills using different forms of media. Ability to translate complex concepts to individuals at all levels.
  • Ability to speak across a range of technical issues within an individual’s area of expertise.

  • Sexual and Reproductive Health and Rights Services: Foundational knowledge of family planning and reproductive health principles, practices, and services of programs, including program strategies and indicators.

  • Presentation Skills: Proven ability to make presentations on results and products to small and large groups
