Job Title: Assistant Director Safety & Security

Position Objectives:
The Pakistan Red Crescent Society (PRCS) is committed to fostering a robust safety and security culture for all staff and volunteers, operating at all levels and across all locations. The Assistant Director Safety & Security plays a pivotal role in achieving this objective. This position demands a highly skilled and experienced professional capable of developing and implementing a comprehensive safety and security framework. The successful candidate will lead security risk assessments, formulate and regularly update Safety and Security Regulations, design and deliver relevant training programs, establish and maintain liaison with key stakeholders in high-risk areas, supervise provincial safety and security personnel, develop and refine critical incident management capacities and protocols, and coordinate effectively with RCRC partner Security focal points, including the International Federation of Red Cross and Red Crescent Societies (IFRC), the German Red Cross, the Norwegian Red Cross, the Turkish Red Crescent, and any other partner national societies (PNS) collaborating with PRCS.
Specific Duties, Responsibilities, and Accountabilities:
Strategic Safety & Security Leadership:
• Serve as the principal safety and security advisor to PRCS senior management.
• Champion a proactive and preventative approach to safety and security management.
• Foster a culture of safety and security awareness and responsibility throughout the organization.
Collaboration and Liaison:
Internal Coordination: Work closely with all PRCS departments and branches to integrate safety and security considerations into all activities.
• External Liaison (LEAs & Government Agencies): Establish and maintain strong working relationships with Pakistani Law Enforcement Agencies (LEAs), government security agencies (Ministry of Interior, Police, FATA Secretariat, District Authorities, KPK Home Department, FDMA, Frontier Constabulary, Political Agents), and other relevant authorities to gather security information, facilitate PRCS operations, and advocate for the organization's neutrality principle, particularly regarding armed escorts for RCRC vehicles and personnel. This includes negotiating and advocating for the safety and security of PRCS staff and volunteers while adhering to the principles of neutrality and impartiality.
• Inter-Agency Coordination: Maintain regular communication and coordination with security focal points of other humanitarian organizations (ICRC, UN, INGOs) for information sharing, best practice exchange, and joint security planning where appropriate. Actively participate in security coordination meetings organized by the Pakistan Humanitarian Forum and UNDSS.
• Partner National Society (PNS) Collaboration: Cultivate and maintain close collaboration with PNS partners (IFRC, German Red Cross, Norwegian Red Cross, Turkish Red Crescent, and others) on all aspects of safety and security management. This includes joint assessments, planning, training, and information sharing.
Risk Management and Assessment:
• Comprehensive Risk Assessments: Lead the development and implementation of a robust risk assessment process, including security risk assessments, project assessments, area assessments, demographic assessments, and pre-emergency assessments. This should involve a systematic analysis of potential threats and vulnerabilities to PRCS staff, volunteers, assets, and operations.
• Methodological Approach: Develop and implement a modular, preferably video-based, system (using IFRC tools and best practices) for conducting these assessments in all PRCS provincial and district branches. This system should be user-friendly, adaptable, and capable of generating actionable data.
• Mitigation Strategies: Based on the risk assessments, develop and implement appropriate mitigation strategies to minimize identified risks. This may include physical security measures, procedural changes, staff training, and contingency planning.
Policy and Procedure Development:
• Safety & Security Framework: Develop and maintain a comprehensive Security Framework for PRCS, encompassing all aspects of safety and security for staff, premises, and operations at both NHQ and provincial levels. This framework should be aligned with IFRC best practices and tailored to the specific context of Pakistan.
• Regulations and SOPs: Develop, review, and regularly update Safety and Security Regulations, including detailed Standard Operating Procedures (SOPs), Field Movement Control protocols, and Access Control measures for PRCS staff at all levels. These documents should be clear, concise, and easily accessible to all personnel. Ensure alignment with minimum safety and security standards and integrate these standards into relevant job descriptions.
• Critical Incident Management: Develop and maintain robust Critical Incident Management Procedures, based on IFRC best practices, and other safety and security contingency plans for PRCS staff and operations at both NHQ and provincial levels. These plans should cover a range of potential incidents, including security threats, natural disasters, and public health emergencies. Conduct regular drills and exercises to test the effectiveness of these plans.
Training and Capacity Building:
• Training Programs: Design and deliver comprehensive safety and security training programs for PRCS staff and volunteers at all levels. These programs should cover a range of topics, including risk awareness, security protocols, emergency response procedures, and communication protocols. Utilize a variety of training methods, including classroom instruction, practical exercises, simulations, and online modules.
• Training of Trainers (ToT): Conduct ToT sessions for PRCS master trainers at NHQ and provincial headquarters to ensure the sustainability of the training program.
• Joint Training with PNS: Collaborate with PNS partners to develop and deliver joint training programs for staff and volunteers from both organizations.
Supervision and Monitoring:
• Provincial Security Staff: Supervise and manage all provincial security staff, providing guidance, support, and performance feedback.
• Compliance Monitoring: Establish a system for monitoring compliance with safety and security regulations and procedures. Address any infringements promptly and consistently.
• Contractor Management: Monitor outsourced guarding services at PRCS NHQ, working closely with the IFRC, the German Red Cross, the Norwegian Red Cross, the Turkish Red Crescent, Security Focal Persons.
Premises Security Management:
• Physical Security: Ensure that adequate physical security measures are in place at all PRCS premises, including access control, CCTV surveillance, and alarm systems.
• Fire Safety: Ensure that fire emergency equipment is installed, functional, and regularly tested at PRCS NHQ and provincial premises. Conduct regular fire drills and ensure that all staff are familiar with fire emergency procedures.
• Warehouse Security: Conduct periodic visits to PRCS warehouses at different locations to assess security arrangements.
Information Management and Analysis:
• Security Situation Analysis: Continuously monitor and analyze the national security situation and provide regular reports to PRCS senior management. Share relevant updates with PNS partners.
• Incident Reporting: Establish a system for reporting and tracking security incidents.
• Information Sharing: Develop and maintain effective communication channels to disseminate safety and security information to staff, volunteers, and PNS partners.
Operational Support and Coordination:
• Operational Security: Provide safety and security support to PRCS operations, ensuring that all activities are conducted in a safe and secure manner.
• Coordination with IFRC and PNS: Work closely with IFRC and PNS to coordinate safety and security arrangements for joint operations and activities. Support PNS and other implementing partners in establishing a joint security framework.
• Tracking Mechanism: Oversee the implementation of a staff and volunteer tracking mechanism for PRCS movements, potentially in collaboration with PNS partners. Support and oversee control rooms established with the help of PNS.
• Radio Room Operations: Monitor Radio Room operations at PRCS NHQ and work to improve its effectiveness as a communication tool for safety and security purposes.
• Advice and Guidance: Provide expert advice to branch offices on all safety and security matters as needed.
General Responsibilities:
• Actively contribute to the achievement of PRCS goals.
• Adhere to and work in accordance with Red Cross and Red Crescent principles.
• Perform other related duties and responsibilities as assigned by PRCS Management.
Education
Master's degree (16 years of education) in Social Sciences, Management, or a related field from an HEC-recognized institution/university.
Experience
Minimum 5 years of professional experience in safety and security management with a humanitarian/rescue and relief organization. Retired armed forces personnel are preferred. Demonstrable experience in I/NGO-Pakistan military relations and mediation is essential. Advanced experience in safety and security training planning and facilitation is required. Substantial experience in developing high-level organizational safety and security frameworks and regulations, as well as liaison with Law Enforcement Agencies (LEAs), is a must.
