Position Objective :
The Program Manager will be responsible for optimizing humanitarian outcomes by coordinating the design and implementation of NoRC-supported programs in alignment with NoRC/PRCS operational frameworks and technical standards. The role will provide strategic leadership and technical oversight in Health and Protection, Emergency WASH, Cash, and Climate & Health projects. The Program Manager will be based at PRCS National Headquarters (NHQ) and will ensure the effective, quality implementation of programs while maintaining compliance with project agreements and the partnership MoU between PRCS and NoRC.

|
Strategic responsibilities
- Ensure the alignment of projects and adherence to the NoRC/ PRCS Operational Framework, including technical standards and project management methodologies.
- Oversee program development and ensure humanitarian results in line with predefined operational outcomes.
- Coordinate with PRCS departments both National and Provincial and NoRC CO team to ensure effective collaboration and smooth execution of NS program portfolio.

Program Management & Coordination:
- Lead the planning, execution, and monitoring of NoRC-supported Health and Protection, Emergency WASH, Cash, and Climate & Health projects in close collaboration with PRCS teams.
- Ensure alignment of projects with PRCS strategies, NoRC operational frameworks, and technical standards.
- Responsible for the preparation and submission of work plans, budgets, and progress reports in compliance with donor requirements.
- Provide technical support to PRCS field teams to enhance the quality and impact of humanitarian interventions.
- Conduct field visits to assess project implementation, identify challenges, and recommend corrective actions.

Stakeholder Engagement & Coordination:
- Serve as the primary technical lead at PRCS NHQ for NoRC-supported programs, ensuring strong collaboration between PRCS and NoRC.
- Foster coordination with government agencies, humanitarian organizations, donors, and other key stakeholders to enhance program effectiveness.
- Represent PRCS in relevant forums, working groups, and humanitarian coordination mechanisms.
- Ensure timely and effective communication with PRCS and NoRC counterparts to facilitate program coordination and decision-making.

Monitoring, Evaluation, and Reporting:
- Jointly develop and implement monitoring and evaluation (M&E) frameworks with the technical counterparts to assess program impact.
- Ensure accurate data collection, analysis, and reporting in line with NoRC and PRCS requirements.
- Design and develop high quality project proposals, concept notes, and donor reports.
- Promote evidence-based learning by documenting best practices, success stories, and lessons learned.

Compliance, Risk Management & Quality Assurance:
- Ensure compliance with project agreements, partnership MoUs, donor regulations, and NoRC/PRCS policies.
- Identify and mitigate program risks through proactive monitoring and risk assessment.
- Promote the application of humanitarian principles, gender mainstreaming, and inclusion standards in all program interventions.
- Support capacity-building initiatives for PRCS staff and volunteers to enhance program implementation quality.

Financial Management and Reporting:
- Manage program budgets, expenditures, and financial reporting in compliance with donor requirements and organizational policies.
- Ensure accurate and timely preparation of financial reports, including budget variance analysis and forecasting as per project agreement.
- Collaborate with finance and administration staff to ensure efficient financial management and accountability.
- Ensuring Monthly financial reconciliation of the branches and National Head Quarters.

Education.
|
- A master’s degree in public health, Disaster Management, Social Sciences, International Development, or a related field.
- MPH is preferred.
|
Experience.
|
- Minimum 5 years of experience in program management within the humanitarian or development sector, preferably in Health and protection
- Proven experience in managing multi-sectoral humanitarian programs with a focus on strategic planning, implementation, and evaluation.
- Strong background in partnership management, preferably with the Red Cross/Red Crescent Movement, UN agencies, or international NGOs.
- Experience in budget management, donor compliance, and reporting.
- Experience working with government institutions, humanitarian clusters, and coordination mechanisms is an asset.
- Strong leadership and team management skills with the ability to work in a cross-cultural environment.
- Excellent project cycle management (PCM) skills, including planning, implementation, and M&E.
- Ability to develop and maintain strong relationships with partners, donors, and government agencies.
- Excellent analytical and problem-solving skills, with a proactive and solution-oriented mindset.
- Proficiency in MS Office, project management tools, and data analysis software.
- Strong written and verbal communication skills in English and Urdu. Knowledge of Pashtun languages is an advantage.
- High level of integrity, professionalism, and commitment to humanitarian principles.
