Job Description:

The SM/SBCC Officer is responsible for designing, implementing, and monitoring social mobilization and behavior change communication strategies to drive community adoption of fortified wheat flour and eVoucher programs. The role ensures that interventions are evidence-based, culturally relevant, and aligned with donor and government guidelines, ultimately improving nutrition outcomes and program sustainability.

Key Responsibilities:

1. Strategy Development & Implementation

  • Lead the design and execution of SBCC strategies to promote fortified wheat flour consumption and eVoucher utilization among target communities.
  • Develop context-specific messaging (e.g., radio jingles, posters, SMS campaigns) based on barrier analysis, formative research, and behavioral insights.
  • Ensure SBCC materials comply with WFP, government, and donor branding guidelines.

2. Community Engagement & Mobilization

  • Conduct community dialogues, focus group discussions (FGDs), and awareness sessions to foster acceptance and sustained use of fortified products.
  • Mobilize local influencers (teachers, religious leaders, healthcare workers) to champion behavior change.
  • Organize large-scale community events (health fairs, cooking demonstrations) to reinforce key messages.

3. Partnership & Advocacy

  • Strengthen collaboration with government Departments, NGOs, flour millers (chakkis), and retailers to ensure program integration.
  • Advocate for policy support (e.g., subsidies for fortified flour) through engagement with district/provincial authorities.
  • Represent the organization in nutrition working groups and SBCC task forces.

4. Capacity Building & Training

  • Train field staff, retailers, and health workers on SBCC tools, gender-sensitive communication, and complaint response mechanisms.
  • Develop training manuals, job aids, and IEC materials in local languages.
  • Conduct pre- and post-training assessments to measure knowledge retention.

5. Monitoring, Feedback & Reporting

  • Establish community feedback loops (help desks, hotlines) to capture beneficiary concerns and adapt strategies.
  • Track SBCC indicators (e.g., message recall, behavior adoption rates) through PDMs and KAP surveys.
  • Prepare monthly progress reports documenting reach, challenges, and recommendations.

Required Qualifications :

  • Bachelor’s/Master’s degree in Social Sciences, Public Health, Communication, or Development Studies.

Relevant Experience:

  • Minimum 4–6 years in SBCC, community mobilization, or public health nutrition programs.
  • Proven experience in designing IEC materials, training manuals, and participatory tools.
