Job Description
Position Title: Human Resource Officer
Reporting to: HR Manager
Duty Station: Islamabad
Unit: Human Resource

Summary of Key Functions

The Human Resource Officer plays a key support role in managing day-to-day HR operations and activities. Reporting directly to the HR Manager, the position is responsible for assisting in the implementation of HR policies and processes including recruitment, onboarding, employee data management, performance support and compliance. The HR Officer works closely with the HR team and staff members across departments to ensure efficient, transparent and policy-compliant HR operations that support organisational goals.

Roles and Responsibilities

  • Recruitment and Onboarding Support: Assist in coordinating recruitment processes including posting job advertisements, shortlisting candidates, organising interviews and preparing offer letters. Support onboarding processes to ensure new staff are integrated smoothly.

  • HR Records and Documentation: Maintain and update employee personnel files, leave records and documentation in both hard and digital formats. Ensure completeness and confidentiality of employee data.

  • Employee Support Services: Serve as the first point of contact for HR-related queries from staff. Provide accurate information on HR policies, leave entitlements, benefits and general procedures.

  • Performance Process Assistance: Support the performance management process by tracking timelines, maintaining evaluation records and coordinating feedback sessions under the guidance of the HR Manager.

  • Training and Capacity Building: Assist in identifying training needs and organising training events. Maintain training attendance and completion records.

  • HR Policy Implementation: Ensure HR procedures and staff actions comply with internal policies and national labour laws. Report non-compliance issues to the HR Manager as needed.

  • Employment Documentation: Assist in the preparation of employment contracts, contract amendments, confirmation letters and termination documents in line with organisational policy.

  • Payroll and Benefits Coordination: Provide support by verifying HR data for monthly payroll (attendance, new hires, terminations etc). Coordinate with finance to ensure timely submission of HR-related inputs.

  • Compliance and Reporting: Assist in internal audits and reporting processes by maintaining HR documentation and records in line with donor and organisational standards.

  • Exit Process Facilitation: Support offboarding processes including scheduling exit interviews, collecting clearance documents and updating records.

  • HRIS and Data Entry: Enter and update HR data in the HRIS or Excel-based tools. Generate staff lists, reports and other required documents for HR reporting.

  • Event and Logistical Support: Provide administrative support for HR events such as orientations, trainings and employee engagement activities.

  • Other Duties as Assigned: Perform other HR-related tasks as requested by the HR Manager to ensure smooth and compliant human resource operations.

Job Specifications

  • Education: Bachelor’s degree in Human Resource Management, Business Administration or a related field. Master’s degree preferred.

  • Experience: Minimum of 4 years of relevant HR experience, preferably in an NGO or not-for-profit setting.

  • Skills: Knowledge of recruitment, onboarding, record keeping and HR compliance. Strong attention to detail and ability to handle confidential information.

  • Knowledge: Familiarity with Pakistan’s labour laws, HR policies and NGO sector HR practices.

  • Competencies: Strong interpersonal skills, ability to work in a team, time management and organisational ability.

  • Language: Proficient in English and Urdu with strong verbal and written communication skills.
