Qualification and Experience
- Master’s degree in Management, Development Studies, Public Administration, International Relations, or a related field.
- Minimum of 10 years of progressive experience in the development sector, with at least 5 years specifically in proposal development and resource mobilization.
- Proven track record of successful proposal writing for international donors, including bilateral, multilateral, and private sector funding.
- Preference will be given to candidates with international academic credentials or professional experience working with global organizations.
Desirable Attributes
- Experience working in complex or emergency contexts.
- Knowledge of proposal compliance mechanisms and donor due diligence requirements.
- Ability to manage, coach, and mentor cross-functional teams.
Essential Knowledge, Skills and Competencies
- Strong understanding of Pakistan’s national and provincial development priorities.
- Advanced knowledge in key thematic sectors such as Education, Economic Empowerment, Gender, Health, and Life Skills Education.
- Familiarity with institutional donor priorities and programming frameworks (e.g., USAID, DFID/FCDO, GIZ, EU, UN agencies, etc.).
- Excellent writing, editing, and communication skills in English.
- Solid knowledge of monitoring and evaluation frameworks, including logical framework approaches (LFA).
- Strong interpersonal, networking, and stakeholder engagement skills.
- Highly organized and able to manage multiple priorities and tight deadlines.
- Demonstrated ability to work independently as well as collaboratively within diverse teams.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and proposal development tools.
JOB SPECIFIC TASKS
- Lead the end-to-end design and development of concept notes and proposals for institutional donors (e.g., USAID, FCDO, EU, GIZ, UN agencies, etc.) through a consultative and collaborative approach.
- Coordinate the full proposal development process—from opportunity analysis to final submission—ensuring compliance with donor guidelines and internal standards, multi-departmental coordination, donor landscape mapping and project pipelines,
- Monitor and analyze national and global funding landscapes; identify strategic funding opportunities and brief leadership to guide decision-making aligned with the organization's strategic priorities, are contextually relevant, and adhere to donor guidelines.
- Facilitate the organization’s decision-making process through detailed opportunity analysis and donor intelligence.
- Guide project design components such as Theory of Change, Logical Frameworks, M&E plans, gender and inclusion strategies, and value-for-money considerations.
- Build and maintain strong relationships with donor representatives, INGO partners, and key stakeholders for pre-positioning and consortium development.
- Support the development of innovative, evidence-based program strategies across key thematic areas
- including education, economic development, gender, and health.
- Facilitate cross-functional collaboration to ensure the inclusion of relevant components such as M&E frameworks, staffing plans, budgeting, and partnership models in proposals.
- Develop and maintain funding opportunity trackers, donor mapping tools, and management briefs to enhance visibility and planning.
- Ensure donor requirements are met for compliance, reporting, and grant documentation.
- Build internal capacity on proposal development and donor frameworks through mentoring, training, and ongoing support.
- Manage organizational pre-positioning efforts, including donor engagement and profile enhancement.
- Represent the organization in external meetings, including donor forums and partner consultations, as delegated.
- Mentor and supervise junior program development staff, including Social Innovation Officers and consultants.
- Build internal capacities in program design, proposal writing, donor compliance, and adaptive learning.
