Position Objective: Lead in the identification and implementation of Anticipation Action, DRR, Emergency, WASH interventions in line with the mission strategy and technical strategy by ensuring technical coherence of the interventions. The position will lead in the strengthening of DRR, WASH and Emergency department while oversight the quality of implementation projects implemented by of Partners and ACF in adherence to AAH standards, international standards and national policies. Represent Mission at external fora and take the advocacy agenda forward. Support PD department in fundraising and MEAL/IM/Research department in research initiatives.

Relevant Experience: Master's degree in relevant field. Minimum 10 years of overall experience with 05 years in relevant management role in development sector OR Bachelor's degree in relevant field with minimum 12 years overall experience with 07 years in relevant management role in development sector

Job Description:

Mission 1: Contribute in defining Mission strategy

The DRR, WASH and Emergency Expert is responsible for:

  • Developing DRR & Emergency Rapid Response and Preparedness strategy for the Mission, including context analysis.
  • Regular revision/updating of Mission EPRP document.
  • Identification of strategic areas of intervention concerning DRR, resilience, emergency, climate change and WASH for Action Against Hunger. The intervention strategy devised based on needs and rights of affected population (beneficiaries) in conjunction with government of Pakistan’s policies.
  • Leading quality implementation of Mission’s Strategic Objectives related to DRR, Emergency and WASH.

 Mission 2: Provide technical, operational and managerial oversight for improving quality of DRR, Emergency & WASH interventions.

The DRR, WASH and Emergency Expert is responsible for:

  • Develop innovative ideas, concept notes and technical proposals for grants/funding opportunities related to DRR, Emergency, WASH programing and preparation of initial draft of budget in collaboration with finance team.
  • Provide technical support and guidance to local partners and AAH field staff in executing project activities.
  • Contribute to the program integration with Nutrition, Health, FSL, Climate Change and other cross cutting issues with the aim of ensuring integrated and holistic approaches.
  • Develop and maintain EPRP for the Mission and the local partners. Ensure implementation of the same at Mission level and by the local partners.
  • Provide technical validation in monthly internal APRs, quarterly reports and external reporting to Government department and donor agencies.
  • Set objectives, outcomes, activities and expected results for DRR, Emergency & WASH
  • Technical supervision/support to Project PM in program/project implementation.
  • Identify and monitor risks, constraints or escalating issues relating to the management of the program, and inform the hierarchy accordingly
  • Support Information Management team in providing technical back stopping to implementing partners in generation of data sets and its analysis about WASH & DRR.
  • Provide technical support to Logistic, Finance and HR for development of (PPP, Program BOQ’s, technical JD and hiring process) for new projects development and implementation.
  • Technical positions recruitment process (written test, interviews) and JDs validation
  • Technical validation of field APRs, donor reports , government reports and other adhoc report
  • Regular update of smart sheet (KPIs and relevant sheets)
  • Participation in Project Review meetings (weekly / monthly coordination meetings)
  • Trainings of mission and project staff on health and nutrition topics

 Mission 3: Internal and External Coordination

The DRR, WASH and Emergency Expert is responsible for:

  • Regularly interact with the Asia Region Technical Advisor and other relevant experts at HQ.
  • Represent Action Against Hunger at national/provincial/field-level and where appropriate, important international technical fora, working groups, workshops and strategic think tanks related to the department.
  • Consult with external stakeholders (Government departments, UN agencies, district administration).
  • Represent the mission to outside bodies on DRR, Emergency & WASH matters (TWG, Clusters and START Network); and develop a network for the exchange of information and good practice.

 Mission 4: Partake in Advocacy, Research and Fundraising initiatives

The DRR, WASH and Emergency Expert is responsible to:

  • Contribute/support development of mission research and advocacy strategy.
  • Through external meetings and coordination, take the advocacy agenda forward and influence the decision makers for necessary policy change.
  • Identify areas for research and support MEAL/IM/Research department undertaking such researches for evidence based programming/decision making
  • Identify potential donors for sector specific programs, support project development team in fundraising initiatives.

 Mission 5: Ensure inclusion across programming and within/by the team

The Head of DRR, WASH and Emergency is responsible to:

  • Support mission level qualification of gender marker indicators;
  • Encourage inclusion within recruitment, training and promotion;
  • Ensure inclusion within program planning, implementation and reporting;

 Mission 06: Ensure compliance with ACFs gender equality, child protection sensitivity and Safeguarding policies

The Head of DRR, WASH and Emergency is responsible to:

  • Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies
  • Implement all work related activities with a gender, inclusion and child protection lens
  • Help and build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

Skills and Resources needed to perform the function

  • Able to analyze and summarize complex technical  and contextual information
  • Fluent in English, reading writing and speaking and/or local language of the program implementation area
  • Excellent computer skills
  • Excellent Team management, coordination and interpersonal skills
  • Ability to handle stress and pressure
