1. Introduction/Background
Pak Mission Society is a National Humanitarian and Development organization established in 2004 and PMS is focusing on serving vulnerable and unreached communities, especially in difficult-to-access areas. PMS has been working in District Rajanpur since 2013 and has implemented various development and emergency projects. Recently, it launched a new initiative titled "Strengthening and Rebuilding Resilience of Flood-Affected Communities in Rajanpur." The project is supported by Humedica International with funding of German Ministry of Economic Cooperation and Development (BMZ). The project covering three thematic areas Disaster Risk Reduction (DRR), Water, Sanitation and Hygiene (WASH) and livelihood in which all interventions are linked with the purpose of reducing the vulnerabilities of targeted communities with specific reference to their livelihood, well-being, and presence in disaster-prone area.
2. Objectives
The main objective of consultancy is to enhance the capacity of project staff through practical, interactive, and thematic training on WASH, with a focus on PATS (Pakistan Approach to Total Sanitation), including modules such as CLTS, SLTS, Sanitation Marketing, and Community Engagement Approaches. The assignment also includes the development of a Manual as per Government of Pakistan PAT’s guideline, conduct the TOT training for 15 staff, development of training kits and IEC content for implementation of approach in the community.
3. Scope of Work
Pak Mission Society is implementing a new project titled “Strengthening and Rebuilding Resilience of Flood-Affected Communities in Rajanpur” in six target Union Councils of the Jampur sub-district, District Rajanpur. The project aims to enhance the disaster resilience and livelihood capacities of 35 village communities that were severely affected by recent floods. Through community-based interventions, the project will work to improve preparedness, promote sustainable recovery, and strengthen local structures for self-organization. In addition to these target villages, the project also seeks to build upon the achievements of 70 previously supported communities by reinforcing their networks and advancing their ability to self-organize and respond collectively to future disasters.
The consultant will be responsible for designing and delivering comprehensive capacity-building training for staff, covering the following key areas:
- Development of a Training Manual based on the PATS approach.
- Development of a Training Kit including handouts, tools, and practical exercises.
- Conduct a Training of Trainers (ToT) for PMS staff
- Development, designing training kits and checklist for trainers.
- Preparation of team implementation plan as per recommended standard.
- Design IEC Materials for community awareness on hygiene and sanitation.
Here is the detail of training, where a qualified and professional training consultant is required as per the details given below.
4. Timeframe
The assignment would be required to be completed in all aspects within one month from the date of contract signing. The training would be required to be completed within the stipulated time frame/schedule agreed by both parties. Expected dates of training will be communicated later by PMS to the selected candidates.

6. Methodology
The consultant is expected to adopt a comprehensive, participatory, and result-oriented methodology for all deliverables. Below is a breakdown of the proposed methodology for each deliverable:
1. Development of Manual
- Literature Review: Review national (e.g., PATS, CLTS) and international WASH training modules, Ensure the adoption of Manual with Government of Pakistan Total sanitation Protocols
- Develop the manual and share a draft with PMS for feedback before finalization.
- Ensure the manual reflects local cultural context, project needs, and staff learning levels.
2. Training Handouts & Training Kit Preparation
- Material Design: Create concise, easy-to-understand handouts with visual aids and real-world examples.
- Interactive Tools: Include PRA tools, participatory games, group work templates, and flip charts.
- Language Localization: Ensure all materials are in Urdu or a language easily understood by the trainees.
- Pre-Testing: Pre-test select materials with 1–2 staff members (virtually or in person) before training delivery.
3. IEC Material Design
- Message Development: Focus messages around key PATS themes: hygiene, sanitation, latrine use, handwashing, etc.
- Visual Design: Use clear, culturally relevant visuals with minimal text.
- Formats: Design posters, flyers, and brochures suitable for community use.
- Review: Submit drafts for review and revise based on PMS feedback.
4. 5-Day Capacity Building Training Delivery
- Agenda: Develop and share a training agenda with PMS team for feedback
- Adult Learning Principles: Use interactive methods such as role plays, small group exercises, case studies, and brainstorming.
- Daily Agenda: Follow the agreed day-wise agenda, balancing theory and practice.
- Assessment: Conduct pre- and post-tests to assess knowledge gain.
- Participation: Facilitate inclusive discussions and encourage active participation of all trainees.
- Documentation: Maintain daily attendance, photos, and session summaries.
- Coaching: Provide individual feedback to strengthen each participant’s training delivery skills.
5. Final Report Submission
- Structure: Report to include training objectives, agenda, session-wise summary, pre/post-assessment results, participant list, photos, feedback, challenges, and recommendations.
- Analysis: Include comparative analysis of pre- and post-test results to show impact.
- Lessons Learned: Highlight practical suggestions for future training improvements.
- Timeliness: Submit the report within 5 working days after training completion.
7. Selection Criteria
The individual consultant or firm must meet the following minimum qualifications:
- A Master’s degree in a relevant field (e.g., Public Health, WASH, Social Sciences) or a professional certification in WASH-related training.
- At least 5 years of experience in conducting capacity-building trainings, preferably in the development or humanitarian sector.
- At least 4 years of direct experience delivering trainings on WASH, PATS (CLTS, SLTS, Sanitation Marketing), and community mobilization tools (e.g., PRA).
- Demonstrated experience in training design, delivery, and report writing.
- Strong communication, facilitation, and presentation skills in English and Urdu.
- Proficiency in using participatory methodologies, including Composite Participatory Rural Appraisal (PRA) and community engagement tools.
- Previous experience working in the context of flood-affected or rural communities in Pakistan is desirable.
8. Evaluation Criteria

9. Desired Competencies, Technical Background, and Experience
Experience and Qualifications (30%): The ideal consultant should possess the following:
- Strong understanding of the Pakistan Approach to Total Sanitation (PATS) and its sub-components (CLTS, SLTS, sanitation marketing).
- Knowledge of WASH and DRR best practices, especially in rural, flood-affected settings.
- Ability to design training content suited for staff with varying levels of experience.
- Proven capacity to produce high-quality training reports, IEC materials, and learning tools.
- Familiarity with government and donor WASH guidelines is an added advantage.
10. Technical Proposal
Technical Approach and Methodology (40%): The technical proposal must clearly demonstrate the consultant's understanding of the assignment and include the following:
- A clear and feasible training approach and methodology, incorporating adult learning principles, participatory techniques, and practical exercises.
- A proposed structure for the 5-day staff training agenda, detailing topics, facilitation methods, and expected outcomes.
- A detailed plan for the development of the Manual, including:
- How the manual will be structured (modules, themes, session plans),
- How it will align with national standards (e.g., PATS, CLTS, SLTS),
- How the consultant will ensure contextual relevance and practicality.
- An explanation of how pre- and post-training assessments will be designed and used to measure knowledge gain.
- A brief outline of the IEC Material Development strategy, including target audience, messaging approach, and visual communication techniques.
- A plan for the Training of Trainers (ToT), detailing how it will equip staff to replicate training in the community.
11. Financial Proposal
Cost Reasonableness & Efficiency (30%): The financial proposal must:
- Clearly outline the total cost, inclusive of consultancy fees, taxes, and any other applicable charges.
- Be cost-effective and reasonable, reflecting fair market value.
12. Payment Terms
Payments will be made at the end of assignment
- 100% at the completion of assignment
Note: All logistics, including travel, accommodation, and meals for a firm or individual consultant, will be the responsibility of the consultant.
