Annex-1: Terms of Reference (TORs) 

Position Title: Program Intern 

Duration: 6 Months 
Program Area: Primary Health and Women’s Economic Empowerment 
Location: District Headquarters (DH), with field visits to Taxila, Gujar Khan, Girja, and cohort women’s residences as needed  

1. Background and Purpose 

The Program Associate will play a key role in supporting the implementation of AHKF’s integrated health and women’s economic empowerment programs. The position aims to strengthen linkages between project beneficiaries and AHKF, particularly focusing on engagement with Aapis and Cohort Women involved in small-scale businesses and private health care providers especially for family planning (FP) initiatives. 

This role is designed to enhance the capacity of the beneficiaries to expand their entrepreneurial activities (online, Business-in-a-Box (BIB), or physical setups) and promote the adoption of family planning services within their communities. The Program Associate will work closely with field teams, provide follow-up support, and contribute to community mobilization efforts. 

 

2. Key Responsibilities 

  • Support Aapis in strengthening their business models and effective distribution of family planning commodities. 

  • Maintain regular follow-up with Cohort Women to assess their business performance and provide strategic guidance for growth. 

  • Participate in community sessions and corner meetings under the guidance of the Project Coordinator. 

  • Identify and onboard new women for cohort formation, program expansion, and training needs. 

  • Assist in preparing referrals and tracking monthly family planning outreach targets. 

  • Facilitate the identification of potential candidates for the BIB model and provide necessary follow-ups. 

  • Complete reports and assignments as requested by the supervisor in a timely manner.

4. Language Requirements 

Fluency in Pashto, Urdu, or Punjabi is essential. Ability to translate behaviour change communication (BCC) materials into the local dialect is desirable. 

 

5. Learning Opportunity and Progression 

This is a six-month learning-focused opportunity with a monthly stipend. Upon successful completion of the period, the candidate may be considered for suitable longer-term positions within AHKF based on performance, program needs, and available opportunities. 

 

6. Safeguarding and Code of Conduct 

  • All staff must sign and adhere to AHKF’s safeguarding policies to prevent sexual exploitation and abuse, child protection violations, fraud, corruption, and harassment. 

  • Staff are expected to report any observed or suspected breaches. 

  • Maintain adherence to humanitarian principles and international humanitarian law. 

 

7. Compliance and Ethics 

  • Foster a culture of accountability, compliance, and ethical conduct. 

  • Ensure alignment with AHKF and donor compliance standards and promote these values among staff and partners. 

  • Conduct all responsibilities with integrity and in accordance withAHKF’s mission and values. 

 

8. Selection Criteria 

  • Master’s degree in any discipline (Fresh graduates encouraged to apply) 

  • Demonstrated interest or experience in primary healthcare, women’s empowerment, or community development 

  • Ability to work independently in field settings 

  • Familiarity with digital data collection tools (e.g., mobile-based apps) 

  • Local residency within the project’s union councils preferred 

  • Understanding of family planning methods and community mobilization techniques 

  • Basic knowledge of small enterprise development, especially in women-led businesses 

  • Strong verbal communication skills in Pashto, Urdu, or Punjabi and ability to support behaviour change messaging
