Project Background:
The “Gilgit-Baltistan Local Area Development Programme (Diamer Region)” focuses on enhancing ecosystem services and conservation practices, improving local livelihoods, and increasing climate resilience through community-based initiatives. The project aims to contribute to poverty alleviation through climate-resilient, sustainable development.
Key Project Objectives:
- Improving biophysical ecosystem services through the provision of ecosystem management practices.
- Strengthening governance capacity for ecosystem management, with a focus on climate-sensitive gender mainstreaming.
- Developing economic instruments effectively promoting desired ecosystem outcomes.
- Increased access to renewable energy solutions delivering environmental, economic, and social benefits.
Objective of the Consultancy (Gender and Policy Analyst):
The consultant will support the Project team in integrating gender-equitable approaches within policy frameworks, advocacy, and capacity-building components of the project. H/she will develop policy briefs incorporating recommendations aligned with legal and policy frameworks with international and national commitments to gender equality, women’s rights, and social inclusion. The consultant will contribute to legal and regulatory reviews, develop policy materials, and support the planning and execution of trainings and stakeholder consultations, ensuring gender considerations are effectively mainstreamed into governance and environmental management activities.
Scope of Work and Expected Outputs / Deliverables:
Main Activities:
- Assist in reviewing and analyzing relevant legal and regulatory frameworks from a gender perspective.
- Work on the development of two gender-sensitive policy briefs.
- Facilitate a validation workshop with key stakeholders to present findings and recommendations promoting gender-sensitive governance and decision-making.
- Contribute to the design and preparation of advocacy campaigns and IEC materials.
- Develop training modules, manuals, and capacity-building documentation.
- Maintain communication records, meeting minutes, and stakeholder feedback summaries.
Expected Outputs:
- Complete analysis report of legal and regulatory frameworks with gender-based inputs.
- Develop 02, Policy briefs, and numerous campaign materials to advocate for gender mainstreaming.
- Prepare stakeholder consultation and engagement report
- Training manuals and facilitation notes.
- Regular progress updates and support in compiling the final report.
- Final consultancy report
Methodology:
The consultant will adopt a collaborative, participatory approach and work under the direct supervision of the Director Programs & Partnerships. Activities will include:
- Desk reviews and secondary data analysis.
- Close coordination with stakeholders for consultations and FGDs.
- Drafting and refinement of technical documents and campaign content.
- Logistical support and documentation of capacity-building efforts.
Time Frame and Input:
The consultancy will begin in August 2025 and continue for 8 months (August – Mar 2026).
Key Qualifications of Consultant:
- Bachelor’s or Master’s degree in Gender Studies, Development Studies, Public Policy, Social Sciences, or a related field.
- Minimum 8 years of relevant experience in gender, research, or policy-related consultancy roles.
- Strong analytical and report writing skills.
- Proficiency in MS Office, data visualization tools, and communication platforms.
- Familiarity with gender frameworks (e.g., SDGs, CEDAW) is preferred.
- Fluency in English and Urdu; knowledge of local languages is a plus.

Reporting Requirements:
The consultant will work under the direct supervision of the Director Programmes & Partnerships and coordinate closely with the project team. They will submit monthly progress updates and contribute to key deliverables as required. All outputs will be reviewed and approved by the Gender Specialist before submission to the Director Programs and Partnerships.
