An International humanitarian and development organization is seeking a Finance Officer to support its Finance Department under the direct supervision of the Finance Manager. This position involves financial planning, partner capacity development, reporting, compliance, and coordination with internal and external stakeholders.

Areas of Responsibility:

  • Lead financial planning, budgeting, and monitoring of projects at both organizational and partner levels.
  • Consolidate and ensure the quality of financial reports for the Head Office and donor agencies.
  • Strengthen the financial management capacity of partner organizations.
  • Provide strategic advice on financial management issues.
  • Ensure compliance with global financial routines, regulations, and donor requirements.
  • Coordinate with external auditors, tax consultants, banks, and other stakeholders.
  • Analyze complex data related to multi-currency transactions, taxation, budgeting, and reporting.

Main Tasks:

  • Conduct financial assessments of all partner organizations during selection and implementation phases, including reviewing financial policies, practices, and internal controls.
  • Monitor financial activities of partners across all project components (e.g., procurement, administration) to ensure alignment with organizational objectives.
  • Safeguard funds by evaluating financial controls and identifying fraud risks, related-party transactions, and suspicious invoicing.
  • Recommend improvements to internal controls and governance practices of partner organizations.
  • Report questionable partner conduct and assess fraud risk, providing recommendations to senior management on project continuation.
  • Identify training needs and support capacity-building of partner finance staff.
  • Provide input to the Head Office on policy and procedure revisions, IT-based financial tools, and recordkeeping enhancements.
  • Supervise and support the financial staff of implementing partners, particularly those with weak systems.
  • Provide technical guidance on complex transactions, including foreign currency gains/losses and taxation matters.
  • Review and analyze budgets, forecasts, and variance reports in coordination with program teams.
  • Conduct financial statement analysis and track budgets for all projects implemented directly or through partners.
  • Prepare consolidated and donor-specific financial reports on a regular basis.
  • Ensure compliance with donor agreements, internal controls, and local laws including taxation.
  • Coordinate with external auditors for interim, annual, project-specific, and forensic audits; follow up on audit findings and management letters.
  • Manage relationships with banks and financial institutions to support fund disbursement and staff funds.
  • Advise on procurement compliance based on applicable donor policies.

Qualifications & Experience:

  • Master’s degree in Finance, Accounting, Commerce, Auditing, or Business Administration.
  • Minimum 7 years of experience in financial management, audit, accounting, and donor financial reporting, preferably within an international NGO.
  • Strong ability to conduct field visits, review financial documentation, and provide support remotely and on-site.
  • Proven analytical and problem-solving skills.
  • Excellent written and verbal communication, particularly in financial reporting.
  • Ability to assess and build the financial management capacity of partner organizations.
  • Flexible and effective in cross-cultural work environments.
  • Sound understanding of donor and governmental compliance requirements.
  • Proficient in Microsoft Office (Word, Excel) and project management software.
  • Fluency in English required; knowledge of local languages is an asset.
  • Commitment to comply with the organization's security protocols and procedures.
