Position Title: Business Development and Proposal Associate
Reporting To: Business Development Manager
Location: Bahria Enclave, Islamabad, Pakistan (Onsite)
Duration: One-year extensible term contract


Salary: PKR 1.2 – 1.5 million annually, depending on experience and expertise.

Start Date: Immediately

1. Background

Our mission is to deliver actionable insights, practical advice, and technical support that drive sustainable development impact at scale.

As Praxsys expands its portfolio, it needs a dedicated resource to strengthen business development, proposal management, and bid team coordination. Praxsys Associates therefore seeks to engage a Business Development & Proposal Associate to support opportunity identification, proposal development, and the assembly of a structured bid team.

2. Objectives of the Role


• Systematic identification and tracking of business opportunities
• High-quality and compliant proposal and RFP submissions
• Effective assembly and coordination of internal and external bid teams
• Securing the commitment of external experts for bids
• Establish client relationships
• Strengthening Praxsys’s overall business development and proposal systems

3. Roles and Responsibilities


The Business Development and Proposal Associate will lead and support the design, implementation, and delivery of research and evaluation assignments. In addition, the role will manage and contribute to the firm’s technical proposal development processes and coordinate project teams to ensure timely, high-quality deliverables for clients.

A. Business Development & Opportunity Management

• Monitor and track RFPs, RFQs, EOIs, and funding opportunities from donors, governments, multilaterals, foundations, and corporate clients.
• Maintain an up-to-date business development pipeline, including opportunity status, deadlines, and next actions.
• Support market intelligence on donor priorities, thematic trends, and upcoming opportunities.
• Assist in the preparation of capability statements, EOIs, and pitch materials.


B. Proposal & RFP Management

  • Coordinate end-to-end proposal development processes, including:
    • Compliance checks against RFP requirements
    • Proposal schedules, workplans, and internal deadlines 
    • Coordination of inputs from technical staU and partners
  • Draft, compile, and edit sections of technical proposals, including:
    • Technical approach and methodology
    • Management and staffing plan
    • Relevant past performance and institutional capacity
  • Support the preparation of financial proposals in coordination with finance and operations staff.
  • Ensure timely, accurate, and compliant submission of proposals.

C. Bid Team Assembly & External Expert Coordination


• Support identification and shortlisting of external consultants and subject-matter experts required for bids.

• Conduct outreach to external experts to:

    • Assess interest and availability
    • Share bid details, roles, and level of eUort
    • Secure written confirmation of participation

• Obtain and maintain required bid documentation from external experts, including:

    • Updated CVs in donor-compliant formats
    • Letters of commitment or availability
    • Fee expectations and indicative availability

• Maintain a roster and database of pre-qualified experts and partners.
• Ensure exclusivity and mitigate risk for key expert roles, including identifying backup candidates where required.


D. Partnerships & Consortium Support


• Support identification and coordination of partner firms and consortium members.
• Coordinate partner documentation, including:

o Company profiles and past performance
o Letters of intent or commitment
o StaUing inputs and CVs

• Support communication and coordination with partners during bid preparation.

 

E. Knowledge Management & Systems

  • Maintain proposal templates, past performance records, and bid documentation repositories.
  • Track proposal outcomes and lessons learned.
  • Support continuous improvement of Praxsys’s business development and proposal management systems.

4. Performance Deliverables

  • Maintained and regularly updated business development pipeline
  • Timely and compliant submission of proposals, EOIs, and RFPs
  • Drafted and edited proposal sections
  • Established and updated the external expert and partner database
  • Complete bid documentation files for each submission

5. Qualifications and Experience

  • Bacholoer/Master’s degree in business administration, economics, social sciences, international development, or related field from reputable universities.
  • 2-3 years of relevant professional experience in business development in a consultancy firm.
  • Proven track record of contributing to or managing successful proposal submissions.
  • Proven experience in primary research design, literature reviews, and implementing researchprojects.
  • Experience in coordinating multi-disciplinary teams and reviewing outputs.
  • Strong analytical and writing skills; ability to synthesize evidence into practical recommendations.
  • Excellent interpersonal and client-facing skills.
  • Ability to manage multiple assignments simultaneously in a fast-paced environment.
