Job Summary:

The Project Manager will lead the implementation of the project “Re-building Lives of Flood-Affected Communities in District Lasbela through Strengthened Resilience” funded by Humedica/BMZ. He/she will be responsible for overall project planning, implementation, coordination, supervision, reporting, and stakeholder engagement. The role requires strong leadership, programmatic and financial oversight, and the ability to manage multidisciplinary teams implementing DRR, WASH, and Livelihood interventions across 30 target villages in three Union Councils of Tehsil Uthal, District Lasbela.

Key Objective 

Task descriptions

Objective # 1:

 

Project Planning, Implementation & Supervision

  • Lead the operational planning, scheduling, and execution of project activities in line with the approved proposal, logframe, and work plan.
  • Ensure quality and timely delivery of DRR, WASH, and Livelihood outputs across all components.
  • Develop and regularly update implementation and monitoring plans.
  • Supervise field staff (Livelihood Officer, Field Engineer, Finance & Operations Officer, and Social Mobilizers).

Objective # 2:

 

Coordination and Representation

  • Liaise with government line departments (DDMA, PDMA, PHE, Agriculture, Livestock, and Local Government) and coordinate with district administration and relevant forums.
  • Represent PMS in coordination meetings with Humedica, clusters, and other partners.
  • Maintain effective communication with PMS Head Office and donor counterparts for progress sharing and guidance.

Objective # 3:

 

Financial and Operational Management

  • Ensure project expenditures comply with BMZ/Humedica financial guidelines and PMS policies.
  • Oversee budget utilization, procurement, and logistics in collaboration with the Finance & Operations Officer.
  • Ensure timely submission of financial and narrative reports as per donor and PMS requirements.

Objective # 4:

 

Monitoring, Evaluation & Reporting

  • Ensure that project activities and indicators are tracked according to the logframe and M&E plan.
  • Review and consolidate field reports, progress summaries, and success stories.
  • Facilitate internal and external monitoring, audits, and evaluations.
  • Support documentation of lessons learned and best practices.

Objective # 5:

 

Coordination/Networking/

Partnership

  • Represent PMS at the district level in coordination meetings with the stakeholders.
  • Coordinate closely with other INGOs, NGOs working in the district.
  • Maintain strong working relationships with Agriculture Department, Public Health and Engineering Department, Education Department, Social Welfare, and District Government.

Objective # 6:

Team Management & Capacity building

  • Conduct performance reviews and identify training needs for team development and motivation.
  • Facilitate orientations on safeguarding, PSEA, gender, and inclusion policies.
  • Provide leadership, coaching, and performance management to project staff.
  • Organize team meetings, review sessions, and joint planning workshops.
  • Ensure gender and safeguarding standards are mainstreamed across all interventions.

Objective # 7:

Risk Management and Adaptive Programming

  • Identify risks related to security, access, community resistance, or implementation delays.
  • Propose mitigation strategies and adapt implementation plans accordingly.

 

Job Specifications:

Education:

  • Master’s degree in development studies, Project Management, Social Sciences, Environmental Sciences, or a related field.

Work Experience:

  • Minimum 5–7 years of relevant experience in project management, preferably in integrated DRR, WASH, or Livelihood projects.
  • Proven experience managing donor-funded projects (BMZ, UN, or INGOs).
  • Experience in team leadership, coordination with government departments, and community mobilization.

Skills and Competencies:

  • Strong project management and leadership skills.
  • Sound knowledge of disaster risk reduction, climate resilience, WASH, and livelihood programming.
  • Excellent report writing and communication skills.
  • Financial literacy and understanding of donor compliance requirements.
  • Strong interpersonal skills and ability to work in multi-cultural environments.
  • Proficiency in MS Office (Word, Excel, PowerPoint) and project management tools.

The duties listed above covers most of the tasks that would be performed by the job holder in this position; however, staff may be assigned any other official tasks as and when required.
