UGOOD invites applications from qualified and motivated professionals for a time-bound NIC facilitation project aimed at strengthening democratic participation through improved access to National Identity Cards, particularly for women, minorities, and marginalized communities. The project is scheduled for implementation in District Sialkot and District Hafizabad, Punjab Province, in full alignment with Pakistan’s democratic commitments and the objectives of the National Action Plan 2030.

Project Duration: January 2025 – April 2025 (4 Months)
Key Responsibilities
  • Overall planning, coordination, and implementation of project activities
  • Liaison and coordination with relevant government departments, donors, and key stakeholders
  • Supervision and management of district teams, field staff, and data personnel
  • Monitoring project progress, ensuring quality assurance, and timely reporting
  • Administrative and operational oversight in accordance with UGOOD policies and procedures
  • Identification of unregistered citizens and facilitation of NIC registration through NADRA Registration Centers (NRCs) and Mobile Registration Vans (MRVs)
  • Oversight of community mobilization and awareness sessions highlighting the importance of NICs for voting rights, access to public services, and equal citizenship
Required Qualifications & Experience!
  • Master’s degree in Social Sciences, Development Studies, Public Administration, Project Management, Political Science, or a closely related field
  • Minimum 5–7 years of progressively responsible professional experience in project management, electoral assistance, civic engagement, governance, or identity documentation programs, preferably with national or international NGOs or donor-funded projects
  • Demonstrated experience working in coordination with NADRA, the Election Commission of Pakistan (ECP), District Election Commissioners (DECs), District Voter Education Committees (DVECs), and relevant district or local government authorities, with the ability to navigate government systems and administrative procedures
  • Proven experience in voter registration, civic education, democratic participation, or identity documentation initiatives, particularly those targeting women, minorities, and marginalized populations
  • Strong leadership and team management skills, including supervision of field teams and coordination with multiple stakeholders
  • Excellent communication, coordination, and analytical reporting skills, with experience producing high-quality narrative and data-driven reports for donors and partners
  • Demonstrated ability to work independently, manage multiple priorities, and deliver results within tight timelines while ensuring compliance with organizational policies and donor requirements
