Organization: Al-Mustafa Welfare Trust (AMWT) Pakistan
Location: Head Office (Lahore) with occasional travel to Field Offices/Hospitals. (This position is open to candidates based in Lahore only.)

Salary: PKR 100,000 pm (Medical Allowance, day time meal)
1. Role Purpose
The HR Officer will be responsible for the end-to-end establishment of the Human Resources department at AMWT Pakistan. The primary objective is to transform informal staffing practices into a professional, transparent, and legally compliant HR function that supports AMWT’s mission of serving the vulnerable.
2. Key Responsibilities
A. Departmental Establishment & Infrastructure
- HR Policy Development: Draft and implement a comprehensive Employee Handbook and Human Resources Manual tailored to NGO operations and Pakistan Labor Laws.
- SOP Design: Establish Standard Operating Procedures (SOPs) for recruitment, onboarding, leave management, and exits.
- Organizational Charting: Work with leadership to define departmental structures and create clear job descriptions (JDs) for all existing and future staff.
- Systems Setup: Implement a physical and digital Personnel Filing System and explore/deploy an HR Information System (HRIS) for automated tracking.
B. Recruitment & Talent Acquisition
- Manage the full recruitment lifecycle: from drafting job ads to conducting interviews and issuing offer letters.
- Develop a Volunteer Management Framework to mobilize and track the progress of unpaid contributors during disaster relief efforts.
- Ensure "Safe Recruitment" practices, including background checks and vetting against global anti-terror/sanction lists as required by donors.
C. Compensation, Benefits & Payroll
- Payroll Management: Coordinate with the Finance Department to ensure timely and accurate salary processing.
- Salary Benchmarking: Conduct market surveys within the NGO sector to ensure AMWT offers competitive and equitable compensation.
- Compliance: Manage statutory contributions, including EOBI (Employees' Old-Age Benefits Institution) and SESSI (Social Security).
D. Performance Management & Culture
- Design and launch an annual Performance Appraisal System focused on both KPIs and alignment with AMWT’s values.
- Identify training needs and organize workshops on humanitarian standards (e.g., Sphere Standards, Core Humanitarian Standard).
- Foster a culture of transparency, Islamic values of dignity, and professional accountability.
E. Safeguarding & Ethics (NGO Specific)
- Act as the focal point for PSEA (Protection from Sexual Exploitation and Abuse) and Child Safeguarding policies.
- Establish a confidential Grievance Redressal Mechanism for staff and field workers.
3. Person Specification
Education & Experience
- Education: MBA/Master is degree in Human Resource Management or a related field. Professional certifications (e.g., PHRi, CHRP) are a plus.
- Experience: Minimum 3–5 years of HR experience, with at least 2 years in the Charity/NGO sector in Pakistan.
- Startup Mindset: Proven experience in building a department or revising outdated systems is highly preferred.
Knowledge & Skills
- Legal Expertise: Deep understanding of the Pakistan Labor Law, Provincial Acts (Sindh/Punjab), and NGO-specific registration requirements (EAD/MOI).
- Soft Skills: Exceptional interpersonal skills with the ability to manage diverse teams, from field workers to senior executives.
- Language: Fluency in Urdu and English (written and spoken). Proficiency in local languages (Punjabi/Pashto/Sindhi) is an asset.
