FUNCTION AND DUTIES

Under the direct supervision of PRCS Provincial branch management and direction of technical supervisor Deputy Director (DD)/Assistant Director (AD) at the NHQ, Media and Communication, the MCO is based at the PRCS Baluchistan provincial branch. S/he leads the PRCS communication structure (Provincial Headquarters and district branches) and is responsible for overall management of the Communications. S/he acts as focal point for all communication related activities. S/he coordinates/liaises with the movement (ICRC, IFRC, PNS) and other partners at the provincial level. S/he provides PRCS with the expertise and means to analyse perceptions and communication needs. S/he proposes, develops, implements, updates and evaluates communication strategies and plans of action. Under the guidance of the DD/AD NHQ, and PRCS provincial management, the MCO coordinates with Programme Officers as well as Communication volunteers and proposes high quality web content, ensuring a strong and regular presence of the PRCS on traditional and online media platforms.

ANALYSIS, PLANNING AND REPORTING

• Under the direction of the DD / AD, follow up the overall coordination of the daily media/environment scanning and produce media reports when needed.

• Prepare comprehensive analysis and reports on incidents and general situations when needed.

• Prepare activity-wise concept notes and monthly, quarterly, and annual progress reports of the program on predefined templates.

• Prepare comprehensive logical framework matrices, annual budget, and plan of action for communications at provincial level.

• Contribute to the PRCS’s institutional planning and reporting as and when required.

GENERAL DUTIES

• Understands the three components of the Red Cross/Red Crescent Movement.

• Respects and observes the staff regulations, policies, and procedures of the PRCS.

• Is aware of activities of other departments and maintains regular contacts.

• Fully understands and respects local laws, culture and observes highest standards of etiquettes in conduct with colleagues and stakeholders.

• The employee may be asked to perform duties and task not covered in this job description as well as to provide support to other departments when necessary.

MAIN TASKS AND RESPONSIBILITIES

• In collaboration with the management and DD/AD develop and effectively implement comprehensive communication policies and strategies to promote the mission and activities of the Red Crescent Society in Baluchistan branch.

• Produce and optimize written, photographic and audio-visual content targeted at relevant stakeholders for internal and external communication channels, including publications, website, social media, newspapers and media, etc.

• Produce and edit audio-visual materials, including videos, photos, and other multimedia content, to support advocacy and organisational visibility.

• With the consultation of DD/AD NHQ and provincial management proactively take initiative in planning of communication activities and prepare budget and plan of action at provincial level.

• Prepare concept notes, organize and activity reports for dissemination/networking sessions, and events for relevant stakeholders and contribute to major PRCS independent as well as joint campaigns and celebration of national/international days.

• Coordinate/Liaison with other PRCS programs/Dept in execution of activities aiming for the image building of PRCS.

• Ensure timely production of all necessary print and visibility material and digital content as per the Visual Identity Guidelines of the PRCS, with the technical support of DD/AD NHQ and partner national societies.

• Brief/Facilitate staff at provincial/district branches on key communications challenges and channel their feedback to the DD/AD NHQ.

• Keep up to date on best practice within the humanitarian sector generally and particularly changes to communications innovation, legislation, and codes of practice.

• Develop effective relationships with media stakeholders and maintain a database of Electronic/Print media, Bloggers, Social Media Influencers and Vloggers.

• Manage and regularly update the provincial webpage and social media networks and contribute by generating content for the PRCS’s centralized website and other social media network platforms.

• Focal person for coordination between district/provincial and NHQ/Partner on program activities and media and communication.

• Contribute to the capacity building of the Com volunteers at district branches in charge of media/environment scanning, particularly with regard to the development of media reports, research, and the development of analytical and writing skills.

Education

  • Masters in mass communication, journalism, social sciences, or related field.
  • Very good oral/written communication skills in English, Urdu, and local languages.
  • Working knowledge of designing and relevant software as well as familiarity with online and social media tool.

Experience

  • A minimum of 3 years of professional experience acquired in positions relevant to the job description preferably in Media/Humanitarian/NGO Sector.
  • Experience in implementing communication strategies.
  • Strong hands-on experience in external and internal communication 
  • Proven experience of working with necessary software such as MS Office, CorelDraw, Adobe Photoshop, Adobe Illustrator etc.

Skills/Knowledge

  • Strong aptitude and understanding of communication aspects of stakeholder engagement.
  • Strong understanding of media landscape in Baluchistan and Pakistan, with established relationships with local journalists and media outlets.
  • Good analytical skills and sense of synthesis.
  • Advanced skills and knowledge of production techniques, both print and audio-visual.
  • Responsibility, autonomy, and excellent team working spirit and ability in a fast-paced environment, prioritize tasks, with tight deadlines.
  • Commitment to the humanitarian principles and values of the Red Crescent/Red Crescent movement.
