A. Introduction: 

 A child focused international development organization operating to support vulnerable and marginalized children and youth to develop to their full potential. The organization collaborates with local non-governmental organizations to implement 609 projects in 33 countries in Sub-Saharan Africa, Asia, Eastern Europe, Latin America and the Caribbean. It started its operations in Pakistan in the late 70s and is currently supporting its partners to carry out projects to safeguard the rights of children. By keeping children and their needs at the heart of its operations.  

As a children’s rights organisation we are part of the global civil society. At the same time we are open towards all people. We want “To give a voice to every child”. Children play an active role in shaping our One World. They develop their personality freely. Together with children and those around them, we work to implement their rights.

B. Context: 

We are pleased to annuoune call for expression of interest for partnerships with local NGOs in the provinces of Punjab, Sindh, and KPK to work towards achieving common goals in Child wellbeing. As part of our commitment to promote and support sustainable development in Pakistan, we are seeking to partner with organizations that share our vision and are committed to making a positive impact on communities. 

EOI is invited from local/national NGOs having valid registration and duly registered with Economic Affairs Division of Government of Pakistan and having strong presence in the selected areas of Punjab, Sindh, and KPK with prior experience of working on same kind of projects. NGOs that meet the criteria will be considered for further steps/process of potential partnership, and we will work together to develop a partnership agreement that outlines the scope, objectives, and roles and responsibilities of both parties.

C. Geographical focus: 

We are looking for interest from the local organizations following the eligibility criteria given in Section D below and have its head offices and active programs presence in the following areas:

• Punjab: Sahiwal & Okara
• Sindh: Tharparkar & Noushero Feroze
• KPK: Kohistan & Chitral 

D. Eligibility Criteria: 

• Expertise in Child Rights Programming: 
  • A minimum of 3-5 years of hands-on experience in designing, implementing, and evaluating child rights programs in diverse cultural and socio- economic contexts. 
  • Knowledge: In-depth understanding of international conventions and legal frameworks related to child rights, including the UN Convention on the Rights of the Child. 
  • Evidence: Track record of successful interventions that have improved the well-being, protection, and participation of children, especially from marginalized communities.

• Community Development with Participatory Approach: 
  • Community Engagement: Demonstrated ability to engage effectively with marginalized communities, empowering them as active participants in decision-making processes related to their development special expertise in Right Based Approach, as we are working more on behaviors and advocacy. 
  • Participatory Methods: Proficiency in employing participatory methodologies such as community mapping, Child right situation analysis, participatory rural appraisal (PRA), and community-led action planning. 
  • Inclusivity: Commitment to inclusivity and equity, ensuring the voices of marginalized groups, including women, ethnic minorities, and persons with disabilities, are heard and valued. 

• Strategic Climate Adaptation Approach: 
  • Climate Risk Assessment: Expertise in conducting comprehensive climate risk assessments to identify vulnerabilities and prioritize adaptation actions, particularly in   communities prone to climate-related hazards.
  • Adaptive Planning: Experience in developing and implementing strategic climate adaptation plans that integrate community needs, scientific knowledge, and local capacities. 
  • Resilience Building: Track record of implementing innovative and context-specific interventions aimed at enhancing community resilience to climate change impacts, such as sustainable livelihoods, ecosystem restoration, and disaster risk reduction. 

• Emergency Response: 
  • Proven capacity to respond effectively to humanitarian emergencies, including natural disasters and conflicts. 
  • Experience in rapid needs assessment, emergency relief distribution, and recovery efforts.
  • Ability to coordinate with government agencies, NGOs, and other stakeholders in emergency situations. 

• Cross-cutting Skills: 
  • Intersectionality: Ability to address intersecting issues such as gender inequality, poverty, and social exclusion within child rights, community development, and climate adaptation frameworks. 
  • Capacity Building: Experience in building the capacity of local stakeholders, including community leaders, government officials, and civil society organizations, to mainstream child rights and climate adaptation into their policies and practices. 
  • Advocacy and Policy Influence: Track record of advocating for pro-poor and child- sensitive policies at local, national, and international levels, with a focus on climate resilience and social justice. 

 

• Monitoring, Evaluation, and Learning (MEL): 
  • MEL Framework: Proficiency in designing robust monitoring, evaluation, and learning frameworks to assess the effectiveness, efficiency, and sustainability of programs. 
  • Data-driven Decision-making: Capacity to collect, analyze, and utilize qualitative and quantitative data to inform evidence-based decision-making and adaptive management. 
  • Learning Culture: Commitment to fostering a culture of learning and reflection, ensuring that lessons learned are documented and shared to improve program quality and impact over time. 

 

• Ethical Considerations: 
  • Ethical Standards: Adherence to ethical principles and standards, including child safeguarding policies, gender policy (SEHA). 
  • Equity and Social Justice: Commitment to promoting equity, social justice, and human rights in all aspects of program design and implementation, with a particular focus on marginalized communities.

 

• Innovative Solutions: 
  • Innovative Solutions: Capacity to develop and implement innovative approaches and technologies that address the complex and evolving challenges of child rights, community development, and climate adaptation. 
  • Creativity: Ability to think creatively and adaptively to leverage local knowledge, resources, and cultural practices for sustainable development outcomes. 

 

• Resource Management: 
  • Financial Management: Ability to manage project budgets effectively, ensuring transparency, accountability, and compliance with donor requirements. 
  • Human Resource Development: Commitment to investing in staff capacity building and professional development to enhance organizational effectiveness and resilience.

F. Application process and deadline: 

Soft copies of documents as mentioned in Section “E” supporting the eligibility as defined in Section “D” must be submitted online by or before Wednesday, 2nd October 2024. No late submissions shall be entertained. In case organizations submits incomplete documents (missing any of the required documents and information) the submission will not be considered for further processing.  

NOTE: The applications will be subject to initial screening and evaluation based on our criteria and only short-listed NGOs will be contacted for further process. Please note that this EOI does not entail any commitment to award a contract on the part of the organization or bear the cost of the documents. The organization reserves the right to accept or reject all or any application without assigning any reason what so ever.
