Position Objective: This position oversees the Programme Development and Partnership unit of Action Against Hunger in Pakistan. This unit comprises of project design and initiation; donor relations; fundraising, reporting, including for HQ, donors, government, and external partners); internal coordination; and communications and visibility.

Relevant Experience: Master's degree in relevant field. Minimum 08 years of overall experience with 04 years in relevant management role in development sector OR Bachelor's degree in relevant field with minimum 10 years overall experience with 06 years in relevant management role in development sector

Job Description:

Mission 1 : Ensure timely and appropriate fundraising and project development in line with the country strategy including:

The Head of Programme Development and Partnership Department is responsible for:

  • Donor representation and mapping;
  • Identify and create resource mobilization opportunities for the mission;
  • External representation with partners and donors;
  • Proposal development, and revisions;
  • Tracking and coordination of inputs from field and HQs;
  • Ensuring compliance with donor rules with regards to submissions and outline of the action. Remain as the core knowledge on donor rules and their revisions throughout the project.
  • Development of project acquisition systems.

Tasks exemple :

-        Developing the mission’s fundraising strategy, and supporting the senior management in the identification of potential donors and funding opportunities

-         Ensuring that Country Strategic Priorities are taken into account at the time of designing and developing proposals and concept notes

-         Leading the preparation of proposals, reports no-cost extensions in accordance with donor requirements, and coordinating with other departments for timely inputs and submission

-         Representing the mission at external foras and developing a network for the exchange of information and good practice

Mission 2 : Supporting Leadership of project initiation:

The Head of Programme Development and Partnership Department is responsible for:

  • Organizing Kick Off Meetings at the inception of all projects;
  • Briefings project leads, and handover of all necessary tools and contacts;
  • Dissemination of all project documentation and donor rules;
  • Establishment of Detailed Implementation Plan first drafts;
  • Ensure timely signing of donor and partnership documents.

 Mission 3 : Hosting and ensuring relevant systems for internal coordination meetings:

The Head of Programme Development and Partnership Department is responsible for:

  • Under the direction of DCD, organizing Monthly Coordination Meetings of all on-going projects;
  • Project specific meetings such as Kick-Off Meetings, Project Closeout Meetings, opportunity tracker meeting, project development meetings.
  • Development of necessary systems and SOPs to streamline those meetings.

Mission 4 : Leadership of cross departmental and PD specific reporting from the mission:

The Head of Programme Development and Partnership Department is responsible for:

  • Preparation, submission and archiving of all multisector donor reporting, partner reporting and reporting to external platforms such as PHF, OCHA;
  • Preparation and submission of all HQ multidepartment reporting;
  • Development of necessary systems and SOPs to streamline reporting.

 Mission 5 : Partnership oversight of the mission:

The Head of Programme Development and Partnership Department is responsible for: 

  •  Coordination with compliance to initiate due diligence of all potential partners, including data gathering on partner screening;
  • Preparation and finalization of Operational Agreements and their revisions in close consultation with all relevant Departments, including review by HQ of this;
  • Mapping of Partners, developing partnerships with new partners and taking the lead in identification and on-boarding in consultation with other departments and technical leads;
  • Reviewing Partners reports and maintaining a record of all submitted reports.

 Mission 6 : Communication and Visibility Supervision

The Head of Programme Development and Partnership Department is responsible for:

  •  Ensure Social Media platforms are in place, used and managed on a regular basis
  • C&V strategy and workplan in place and followed;
  • C&V within all projects in line with donor rules;
  • Visibility within ACF offices and for ACF staff. This would include making sure office visibility, visibility materials availability for staff use, and meetings, souvenirs etc., arranging events to showcase our work

 Mission 7 : Leading the Programme Development and Partnership Department and supporting field offices with C&V and reporting

The Head of Programme Development and Partnership Department is responsible for: 

  • Direct line management of PD, reporting and C&V staff in capital office;
  • Technical leadership of PD, reporting and C&V staff in relevant field offices and projects.

 Mission 8: Proactively support ACFs commitments to gender equality and child protection sensitivity

The Head of Programme Development and Partnership Department is responsible for: 

  • Read and ensure a full understanding and promotion of ACFs Gender Minimum Standards & Child Protection Policies
  • Implement all work related activities with a gender, inclusion and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries
  • Ensure and encourage the incorporation of gender equity principles in all policies and activities
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability
Skills and resources needed to perform the function
  • Master's degree in relevant field. Minimum 08 years of overall experience with 04 years in relevant management role in development sector OR Bachelor's degree in relevant field with minimum 10 years overall experience with 06 years in relevant management role in development sector
  • Able to analyze and summarize complex technical  and contextual information
  • Excellent English language skills (reading writing and speaking).
  • Knowledge of local language of the programme implementation area preferable
  • Excellent computer skills
  • Excellent coordination and interpersonal skills
  • Team management skills
  • Ability to handle stress and pressure
