Consultancy Objective:
To provide strategic guidance, technical expertise, for the design and roll out of National and Provincial Media Fellowships. The consultant will lead advocacy, capacity building, and coordination with different government, media and civil society stakeholders to ensure that the fellowships are run in a participatory manner. The consultant will support the formation of the fellowship alumni group informed by previous two cohorts of National Media Fellowship and the two provincial media fellowships.
The expert will ensure alignment with legal frameworks, international best practices, and survivor-centered approaches to improve protection mechanisms, service delivery, and response systems. This role involves collaboration with government agencies, civil society organizations, and other stakeholders to enhance institutional capacity and promote effective GBV prevention and response measures.
Main Responsibilities:
- Lead technical and conceptual guidance for all three media fellowships and develop concept note for the National and Provincial media fellowship.
- Lead planning, designing and facilitation of media fellowships workshop and ensure inputs from SPO and UNFPA technical teams.
- Lead the development of the TORs for the technical review committee for media fellowship in consultation with SPO and UNFPA.
- Develop the announcement of national media fellowship and finalize the participation criteria in consultation with Government partner, SPO and UNFPA.
- Technically guide the process of story development by the media fellows and monitor the quality, coherence with rights-based messages.
- Supervise the documentary making and launch process under all three fellowships.
- Technically lead technical meetings concerned with media fellowship, securing necessary inputs from all relevant forums and experts.
- Proactively identify potential challenges, risks or bottlenecks that may be encountered in the implementation of activities and shares with SPO and UNFPA along with recommendations for mitigation
Capacity Building & Training:
- Update the fellowship module, design and conduct training sessions
- Mentor fellows in improving their media outreach and communication skills.
- Supervise the documentation of project learning, challenges and experience of Pakistan.
- Ensure the quality of the report’s/features/ tele-reports/ social media reports by the participants.
- Ensure quality translation of all technical materials in Urdu for ease of reference for the participants.
- Lead designing of the refresher training, showcasing event
- Support formation of the alumni alliance of media fellows “Media Fellowship on Responsible Representation and Reporting on Gender Based Violence and Child Marriage”
- Develop training module/syllabus for national media fellowship, including technical material including but not limited to module, readings, presentations, case studies etc. along with the technical lead.
- Ensure that all materials reflect diverse vulnerabilities and meaningfully integrate intersectional perspectives.
- Use local and regional best practices and guidelines to inform the process
- Laison with reverent stake holders for all fellowships and maintain active coordination for media fellowships’ activities.
- Establish and maintain relationships with journalists, editors, and media houses at national and provincial levels.
- Facilitate media coverage of fellowship initiatives, including press briefings, interviews, and media roundtables.
- Support fellows in connecting with media platforms to amplify their work.
- Support in identifying collaborative partners to ensure the successful rollout and sustainability of the media fellowship model (government/public university)
Monitoring & Content Development:
- Supervise the selection of the participants in collaboration with media expert and selection committee.
- Provide inputs for media-related reports, publications, and advocacy materials.
- Ensure ethical and responsible media reporting on fellowship-related issues
- Will be responsible for supervising and leading the report writing process for trainings, refresher and project report.
Competencies & Skills:
- Strong media and communication expertise, with experience in journalism, media advocacy, or public relations.
- Excellent writing and storytelling skills to craft impactful narratives.
- Strong networking and relationship-building skills with national and provincial media.
- Ability to train and mentor fellows in media engagement and content development on GBV, Child Marriages and Refugees
- Understanding of policy and advocacy to align media strategies with fellowship goals.
- Analytical skills to track media trends and assess impact
Consultancy Requirements:
- Master’s degree in social sciences, media studies, communication, or a related field.
- At least 8-15 years of experience in media engagement, journalism, or media advocacy.
- Prior experience in working with fellows, journalists, or advocacy initiatives is preferred.
- Strong knowledge of national and provincial media landscapes and key stakeholders.
- Experience in developing media strategies and training materials on GBV and Child Marriages
- Ability to work independently as a consultant and manage multiple deliverables.
- Available to work 3 days a week, with flexibility for in-person or virtual engagements
