About the Organization: Pak Mission Society (PMS) is a national relief and development organization established in 2004 and registered on 13 February 2008 under the Societies Registration Act XXI of 1860 at the Office of the Provincial Registrar Joint Stock Companies & Societies, Peshawar, Khyber-Pakhtunkhwa, Pakistan. Pak Mission Society was initiated by a group of Christian professionals whose collective vision was to bring hope and love by responding to human suffering and disasters through emergency relief efforts and delivering long-term rehabilitation and development programs. Pak Mission Society was established to reach and serve unreached and underprivileged communities regardless of race, gender, ethnicity, class, religion, and social background.The organization aims to catalyse holistic transformation and development through relationships based on dignity and respect and the transparent, fair, rights-based allocation of relief and development resources.Since its inception, Pak Mission Society (PMS) has focused on working with communities in Pakistan’s most difficult-to-access and impoverished areas such as District Kohistan and District Shangla in the north of Pakistan, District Sanghar in Sindh, District Rajanpur in Punjab, District Peshawar in KP and District Lasbella in Balochistan.

Job Summary:

 The MEAL/Reporting Officer at Pak Mission Society plays a pivotal role in ensuring effective Monitoring, Evaluation, Accountability, and Learning (MEAL) processes within the organization. This position is responsible for systematically collecting, analyzing, and reporting on project data to measure impact, assess program effectiveness, and enhance organizational learning. The MEAL/Reporting Officer will work collaboratively with program teams to develop and implement robust monitoring and evaluation frameworks, ensuring that projects align with organizational goals and donor requirements. Additionally, the incumbent will spearhead the reporting process, translating complex data into clear and compelling reports for internal and external stakeholders. Through meticulous data management and reporting, the MEAL/Reporting Officer contributes to the overall transparency, accountability, and success of Pak Mission Society’s initiatives, ultimately facilitating evidence-based decision-making and continuous improvement in program delivery.

 Job Responsibilities:

 

Develop and Implement MEAL Frameworks:

  • Spearhead the development and implementation of robust Monitoring, Evaluation, Accountability, and Learning (MEAL) frameworks and systems. Collaborate with the project team to ensure seamless integration of MEAL processes into project activities.

Assessment and Evaluation:

  • Design and execute regular assessments, beneficiary verification, conducting PDM (if applicable), pre and post inspection of supply material.
  • Conduct regular follow up visits to the schools/villages and compile the monthly monitoring reports on the status of the project.
  • Analyze data collected from the field to identify trends, challenges, and opportunities for program improvement.
  • Ensure the Complaint Response Mechanism (CRM) at field level, register and follow up for its timely resolution.
  • Ensure the Core Humanitarian Standards (CHS) protocols during the distribution of supplies/material.

Reporting Excellence:

  • Ensure the accurate and timely reports to the MEAL and program departments of PMS, adhering to established reporting formats and guidelines. Provide clear insights, lessons learned, and recommendations in reports to enhance transparency and accountability.

Data Management and Analysis:

  • Collaborate closely with the project team to collect, manage, and analyze project data for evidence-based decision-making. Utilize advanced data analysis techniques to extract meaningful information and present findings in a comprehensible manner. The MEAL Officer will be responsible for overseeing and maintaining the project beneficiary database, ensuring its management and development.

Stakeholder Engagement:

  • Foster effective communication with the stakeholders to gather relevant information and feedback for reporting purposes. Represent the organization in meetings and forums related to MEAL and reporting activities.

Capacity Building:

  • Develop and conduct training sessions for staff and partners on MEAL methodologies, data collection techniques, and reporting standards. Facilitate knowledge-sharing activities within the organization to enhance overall project effectiveness.

Continuous Improvement:

  • Identify opportunities for process improvement in MEAL activities and reporting mechanisms.
  • Implement feedback mechanisms to continuously enhance the quality of data collection, analysis, and reporting.

Technology Integration:

  • Explore and implement innovative technologies to streamline data collection, analysis, and reporting processes. Stay abreast of advancements in MEAL-related technologies and recommend relevant tools for adoption.

 Job Specifications:

 

  1. A.    Education:
  • Master’s degree in a relevant field (e.g., International Development, Statistics, Social Sciences).
  1. B.     Languages:
  • Urdu
  • Candidates with Sindhi language will be given preferred.  
  1. C.    Work Experience:
  • At least 3 years of Proven experience in designing and implementing MEAL frameworks and systems in the context of humanitarian or development projects.
  1. D.    Skills and Competencies:
  • Strong analytical and report-writing skills, with the ability to convey complex information clearly and concisely.
  • Proficiency in data analysis tools and software.
