Role Purpose: As a member of the Programme Management Unit (PMU) of the BRAVE Consortium in Pakistan, the Grants Manager will support the Senior Advisor Finance & Compliance in overseeing the financial management and compliance aspects of the programme. He/she will ensure managing the compliances of BRAVE consortium as per FCDO’s requirements. Grants Manager will liaise and coordinate with Concern led consortium and downstream partners including technical and local implementing partners in country and will support in ensuring pre-agreed key deliverables are achieved in compliance with FCDO’s terms and conditions.
Responsibilities:
Consortium Financial Management
- Support in obtaining monthly/quarterly forecast from consortium partners, consolidation and analysis for management and onward submission to FCDO. Tracking spending against forecast and to overcome the variances
- Circulation of monthly exchange rates to the consortium
- Support in budget preparation and amendment for the BRAVE consortium
- Preparation of payment request for donor. Once funds are received from donor, preparation of payment request to disburse funds to consortium and implementing partners from country & head office
- Ensure copies of the donor contracts, sub-contracts, consortium policies and procedures, special approvals from donor and agency specific key deliverables are filed and updated with any approved amendments.
- Support and act as focal point in the facilitation of any internal and external audit related to the grant. Liaise with all consortium, technical and implementing partners to ensure that audit findings and recommendations are shared and appropriate actions taken
- Provide advice, support and guidance to all consortium agencies and implementing partners on an on-going basis. Maintain a log of the issues that arise and the support provided.
- Prepare the checklist for Consortium / Implementing partners to ensure completeness of documentation from compliance perspective
- In consultation with the Senior Advisor Finance & Compliance and Country Financial Controller, participate and feed into the review, monitoring and capacity building plan for Concern’s local implementing partners.
Consortium Compliance Systems
- Responsible for coordination, as member of the lead agency, of all compliance aspects of the BRAVE Consortium, ensuring donor requirements and FCDO’s policies & procedures are adhered to at all times.
- To support finance staff of the Concern led consortium and downstream partners’ field offices (as and when required), undertake regular field visits to assess the financial systems in place, verify that financial management and operational systems are being implemented appropriately, and make recommendations for improvements where appropriate.
- Provide support to Senior Advisor Finance & Compliance in ensuring that donor budgets and any revisions are compliant to the donor policies and procedures.
- Ensure support in maintenance of a good filing system for both financial and non-financial records related to activities of the BRAVE for internal/external/donor audit purposes and any other special review
- Act as a focal point from Concern BRAVE programme in all audits of the consortium both internal and external
- Assist Senior Advisor Finance & Compliance in leading the BRAVE finance technical working group, working to standardise compliance and financial procedures, support budget follow-up and Value for Money, and address any pertinent issues.
- Review and ensure due diligence for the Concern led consortium members and downstream partner organisations are in line with the donor specifications and the partner obligations in their updated risk registers.
- Ensure adherence to partner policies and procedures as agreed and stated in sub contract agreement and in partner policy documents.
Consortium Reporting
- Support in preparation of quarterly financial report of Concern, obtaining financial report from consortium partners, consolidation of the financial report for onward sharing with FCDO
- Support in development of milestone framework and tracking of quarterly payment by result (PBR)
- Report & Highlight the observation related to the financial risks and responsibilities associated with payment by results (PBR) by all the relevant parties.
- Monitor and regular follow up of the project financial progress against the result framework and payment by result criteria and in conjunction with the Senior Advisor Finance & Compliance / Team Leader, ensure payment triggers are realistic and on target.
- Provide support with financial data to M&E Specialist to develop and monitor Value for money (VFM) for the programme on quarterly basis and as per donor requirements
- Ensure all FCDO requirements are met and adhered to in relation to the procurement of fixed Assets. This include the maintenance and quarterly reporting of the asset register to donor. Inspect and verify partner’s asset registers and physical verification of the project funded assets as and when required
- Where needed, assist in updating the consortium reporting templates and updating any policy documents related to BRAVE and Concern
- Ensure that the risk register developed by Concern for the BRAVE programme is reviewed and updated periodically and as per FCDO requirements
Other
- Support to the country finance team in monthly financial closing, payments, partners support, donors compliances and other routine tasks, as and when required
- Document all processes for tracking and monitoring the various project milestones and lessons learned on an on-going basis.
- Be active and involved in meetings and contribute to the decision making process.
- Any other task assigned by line Manager/ management
Support and Cover (countrywide role)
- Provide cover for Senior Advisor Finance & Compliance BRAVE or other finance staff of BRAVE
- Being manager is responsible for upholding and promoting Concern’s values, demonstrating leadership on workplace equality, diversity and inclusion, and role modelling a positive safeguarding ethos.
- As manager is required to actively participate in any emergency response as and when required.
Role Holder Requirements:
- Minimum part qualified ACMA, ACCA, CA or CPA or Masters in Accounting, Business or Finance
- At least five years post qualification national/ international experience in a compliance/finance/accounting role with an INGO or International consultancy firm specialising in commercial contracts and fund management.
- Experience in Audit and/or financial assessment and due diligence preferably in FCDO funded programmes.
- Effective organisation and analytical skills.
- Strong coordination, negotiation and communication skills.
- Proven record of meeting demanding deadlines.
- Computer literacy, particularly in Microsoft Office programmes such as Word and Excel as well as accounting packages & other database competencies
- Excellent written and spoken English.
Desirable:
- Previous experience of compliance/financial management in a consortium. Knowledge of the operational and compliance requirements of FCDO funding.
- Audit experience with international NGOs or contractors.
